Brendan Howlin: I welcome the Minister's amendment. A number of alternatives were put forward such as foreign national, non-Irish national and non-EEA national. The Minister has agreed that to deprive people of nationality by simply calling them non-nationals was an unacceptable position. I welcome the Minister's amendment.

I alerted the Minister for Enterprise, Trade and Employment on Committee Stage that my advice on such matters is seldom wrong and that the phrase is redundant, following the Interpretation Act 2005.
