Pa Daly: Ba mhaith liom labhairt ar ábhar a chiallaíonn go leor ach go ndéantar neamhaird air go minic, is é sin an chomharthaíocht agus comharthaí bóithre. Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: Thanks very much to everybody for coming in. The first question or two I have is for Ms O'Connor. I will take her up on some of the things mentioned in her opening statement. She stated that, "In order to provide assurance...the...national oversight group will be commissioning an independently chaired review". Has that review started?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: It is a chaired review of medication practice.

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: Who is that person?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: Does Ms O'Connor know when the review will finish?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: Has the group been given a timeframe as to when the review should be completed?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: The HSE has set this up. Has it told the group that it expects a conclusion or report by a certain time?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: Has Ms O'Connor any general idea? Will it be completed by the summer?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: I will touch on what Dr. Young said about supervision in answer to Deputy Burke's questions. It seems from what she said that supervision was available but not actually availed of. Does Ms O'Connor accept that supervision and oversight should be coming from the top down as opposed to telling the non-consultant doctor it was there if he wished to avail of it?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: No. Would Ms O'Connor not accept that the mistake made was that the supervision should have come from the top down? That non-consultant was not fully qualified and does not meet what the HSE is looking for at present, as it is looking for a fully qualified consultant psychiatrist. The HSE is still looking for a person to fill that role, but that supervision should have come from the top...

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: It is mentioned on page 4 of Ms O'Connor's opening statement that there are currently 73 multidisciplinary CAMHS teams. I take it she is familiar with A Vision for Change, which came out in 2006.

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: A Vision for Change states that, for example, there should be seven multidisciplinary community mental health teams for a population of 300,000, or one team for every 50,000 people, and that every team should be under a child psychologist. Does Ms O'Connor accept all that?

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Pa Daly: It goes on to state that there should be one team for every 12,500 children aged under 18. In Kerry, where the population aged under 15 is 30,000 and that aged under 24 is 45,000, there should be three full teams rather than two. Does Ms O'Connor accept that?
