John O'Mahony: To return to what Mr. McGowan said earlier, that if one puts an amount into the pay-as-you-go meter, a certain amount of it is used to pay off what was due, therefore it does not arise that the person is not paying back some of what they owe and they would not be disconnected in such a situation. Is that what Mr. McGowan said?
