- Seanad: Wildlife (Amendment) Bill 2012: Committee and Remaining Stages (4 Jul 2012)
Paschal Mooney: The tenor of the debate on the Bill is in contrast to the previous debate in 2010 when a similar amendment was brought forward and the Opposition, now the Government, threw brickbats at the Government in regard to it. It was controversial at the time but this debate is a complete reversal of that. It is happy-clappy time and everything is wonderful. I want to record that. The Minister will...
- Seanad: Wildlife (Amendment) Bill 2012: Committee and Remaining Stages (4 Jul 2012)
Paschal Mooney: I am asking whether the relationship between the hunting fraternity and the Garda in regard to endorsement of firearms licences to allow them hunt has died down, and that there is no particular controversy surrounding this issue. Of course people in the hunting fraternity welcome this measure. Why would they not welcome it? Otherwise, their activity would be illegal. They would not be able...
- Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)
Paschal Mooney: I suggest this section of the Bill has exercised the House a little more than the Minister of State might have anticipated. It allows me to draw the attention of the House to an article that appeared in yesterday's The Irish Times. The article was written by Donncha à hÃallaithe, who worked until recently as a maths lecturer at Galway-Mayo Institute of Technology. Over the last ten...
- Seanad: Rent Supplements: Motion (4 Jul 2012)
Paschal Mooney: All sides of the House welcome the Sinn Féin motion. I share the view that rent supplement is only a short-term policy. The ultimate solution is to move the 94,000 recipients into permanent accommodation, either through local authorities or by employing NAMA properties to tackle the social housing waiting lists. It is interesting that the figures from 2005 up to June 2012 show a 60%...

Paschal Mooney: I welcome the Minister of State, Deputy John Perry.
- Seanad: Credit Guarantee Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: Amendments Nos. 1 and 2 are related and may be discussed together, by agreement. Is that agreed? Agreed.
- Seanad: Order of Business (28 Jun 2012)
Paschal Mooney: I endorse all that has been said in respect of the flooding crisis affecting communities in various parts of the country. There is an extra dimension to this issue. Ms Evelyn Cusack from the Met service stated last night that June has been one of the wettest months on record. A real problem, which appears to have gone off the radar, arises in the Shannon basin around Athlone. Two weeks...
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: I welcome the Leader's comments. I had hoped to make a contribution on the issue of údarás elections but I felt precluded from doing so because they were not being dealt with under these amendments. We appear to have engaged in a wider debate. One of the difficulties of debating Bills on Committee Stage is that we may not reach important amendments. We are considering whether to give...
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: That is essentially what the amendments infer.
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: Amendment No. 3 refers to the "Minister of Culture, Arts and Leisure in the Northern Assembly". Amendment No. 2 qualifies the definition of "Gaeltacht" with the words "in this State". The amendments aim at extending the role of Foras na Gaeilge across the island.
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: I have serious qualms about the proposal, as our spokesperson will explain at a later stage. My party will not be supporting the amendments.

Paschal Mooney: This is purely partitionist.
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: I am fully aware of that but in the context of this Bill -----
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: Does the Senator want it in the context of this Bill?
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: I ask the Minister of State to clarify this issue. With all due respect to Senator Cullinane, what he is saying about the role of Foras na Gaeilge is absolutely correct. Is it not true, however, that Foras na Gaeilge is also obliged to take account of Ministers from the Northern Assembly in respect of any matter pertaining to the Irish language?
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: They are already directly involved in Foras na Gaeilge. My colleague will argue that it is questionable whether Foras na Gaeilge should be given an enhanced role in this legislation because as it stands it is giving a Northern Irish Minister direct influence over legislation which does not originate in that jurisdiction without a quid pro quo in that the Southern Minister has no involvement...
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: I was following the debate.
- Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)
Paschal Mooney: I was not questioning the Bill's constitutionality.
