Seanad: Order of Business. (4 Jul 2006)

Seanad: Order of Business. (4 Jul 2006)

Martin Mansergh: I also appreciated the dignity of the commemoration of the Battle of the Somme last Saturday where new ground was broken. I would not take as pessimistic a view as Senator O'Toole of the future of call centres. I read an article in the financial pages of a newspaper from across the water, to the effect that companies there were beginning to rethink the outsourcing of call centres to distant...

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: At midnight last Saturday as I was down on the farm I heard what might be described as snap, crackle and pop outside. I opened the front door and saw a firework display lighting up the sky approximately two or three miles away. It may have been related to a wedding reception, and was no doubt in a place that has a licence for fireworks. I am ambivalent on this. We have a puritanical attitude...

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: I accept the other side of the case, which is that if people, particularly youngsters, can indiscriminately buy fireworks, this would be another dimension to vandalism and disorder. I rise to speak because we should not kid ourselves that the situation is satisfactory because the law, certainly around 31 October, is unenforced and unenforceable. The Minister needs to re-examine this issue....

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: I did not say by children, but by adults.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: How does it work in other countries?

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: I refute totally the notion that I wish fireworks to be bought or sold by children but it is perfectly legitimate for families to have firework parties at an appropriate time of year, with responsible supervision. I am rather surprised because the Minister normally adopts a relatively libertarian approach to these matters but he is not adopting one here.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: If one is to go by medical reports from hospitals and so on, we should ban hurling and rugby.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: We should close down pubs. Many leisure activities result in serious injuries.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: Are we to ban them all?

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: How is it that other countries manage to have a more liberal regime than ours? Is there something peculiar to our culture that we are not able to manage fireworks responsibly? I am not in favour of a free-for-all whereby ten year olds can buy bangers but legitimate moderate enjoyment is possible. Most people enjoy firework displays, even on a small scale. I have no compunction about saying...

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: ——my wife, who is much more responsible than I.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: I hope we enjoy parliamentary privilege here. Our children enjoyed fireworks over many years at Hallowe'en which would not have been the same without them.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: No. Guy Fawkes is commemorated across the water.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: I am talking about Hallowe'en not Guy Fawkes.

Seanad: Criminal Justice Bill 2004: Committee Stage. (3 Jul 2006)

Martin Mansergh: No I did not.

Seanad: Order of Business. (3 Jul 2006)

Martin Mansergh: The Joint Committee on Finance and the Public Service regularly has sessions with representatives of the various banks. It would be a very suitable forum for the type of questions Senator Ross has in mind. I have some sympathy with the point made by Senator Cummins. It is unsatisfactory that passports must be used and produced in all sorts of situations for which they are not intended. They...
