Committee on Public Petitions: Decisions on Public Petitions Received (31 Mar 2022)

Martin Browne: There is a substantial reply going to the petitioner and we will see what his views are of it. We will no doubt come back to it again. That is agreed. That concludes our consideration of public petitions. I invite members of the public to submit petitions via our online portal. A petition may be addressed to the Houses of the Oireachtas on a matter of general public concern or interest...

Committee on Public Petitions: Decisions on Public Petitions Received (31 Mar 2022)

Martin Browne: I agree with Senator Murphy. What people see here in the public meetings is only a small fraction of the amount of work that Mr. Bollins and his staff put in to get petitions to this stage, and the correspondence over and back between petitions. There is a massive amount of work and the public does not realise it. I wish Mr. Bollins all the best and welcome Ms Maggie Semple.

Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Second Stage (30 Mar 2022)

Martin Browne: Gabhaim buĂochas leis an gCeann Comhairle. For those who may not know, I live in Cashel, County Tipperary, a town with an amazing heritage, location and people. I was involved in a zero-waste pilot programme from 2017 until July 2018. Its aim was to reduce waste by 25% through a number of different initiatives involving the community. It had a particular focus on ending the bad habit...

Government Response to Situation in Ukraine: Statements (30 Mar 2022)

Martin Browne: Earlier today, I spoke on the topic of neutrality. At the risk of repeating myself, I have to say that a peaceful resolution to all conflicts must be our main focus. The scenes we are witnessing can easily make us question everything, but a resolution that involves the withdrawal of Russia must be the main objective. The scenes we have witnessed were unthinkable for the 21st century, but...

An Bille um an Naoú Leasú is Tríocha ar an mBunreacht (Neodracht), 2022: An Dara Céim [Comhaltaí Príobháideacha] - Thirty-ninth Amendment of the Constitution (Neutrality) Bill 2022: Second Stage [Private Members] (30 Mar 2022)

Martin Browne: I also thank People Before Profit-Solidarity for bringing the Bill before the House. The recent attacks on Irish neutrality that we have heard from certain Members of this House are examples of how some people get their priorities and, indeed, their ideas about Ireland’s role in this world wrong. The main priority in this current situation must be to bring the war in Ukraine to an...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Martin Browne: I welcome the guests. I have a couple of questions for Fido. Mr. Heslin says the simple solution is to only have sites that publish with microchips. Following on from what Senator Boylan said, would his preference be for a voluntary code database or a legally mandated one? Which would Fido prefer? I imagine it is a legally mandated one.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Martin Browne: Over the last 20 years, Fido has stored and registered over 1 million pets. That is impressive. Do all four approved dog identification databases work on Fido's system? Why are there so many databases?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Martin Browne: Mr. Heslin said in his opening statement that there are databases that do not have the same controls in place. What is the reason for that? Are there genuine reasons for those kinds of databases?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Martin Browne: Are those kinds of databases intended to get around the regulations? Are those dogs chipped at all or is it just a fictional number?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Martin Browne: This question is for Dogs.ie. The VeriPet system is impressive. It has been used 5,000 times since September 2021 and that accounts for 35% of the dogs listed for sale. Why has its usage been limited in this way? What can be done to increase its usage?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Martin Browne: Is there a resource for vets when a pup gets microchipped? Could vets play a bigger role in this?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)

Martin Browne: I welcome the witnesses. I want to follow up on a point raised by Senator Boyhan. With regard to the inspections carried out by the nine authorised officers, am I correct there were only three prosecutions arising?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)

Martin Browne: The making of agreements with people who have been found guilty at a District Court level to pay into a poor box or fund will not be a deterrent to any person engaged in this practice. I would imagine there is a lot of money involved in it, so having to make a small donation to Dogs Trust or any other organisation is not a deterrent.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)

Martin Browne: My next question is to the Department. The VCI has stated the practice of ear cropping by unregistered laypersons is more relevant to the Department. What measures has the Department put in place to bring the practice and extent of illegal ear cropping to the attention of the public? We have all seen animals, in particular dogs, that have had their ears cropped. Senator Boyhan mentioned...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)

Martin Browne: I appreciate that the Minister has established a new advisory council on companion animal welfare. When is that likely to conclude? Is there a timeframe for when the policy results arising will come into effect?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)

Martin Browne: My next question is for the VCI in regard to canine artificial insemination. Does the VCI have the power to inspect veterinary premises? In an effort to identify some of these unauthorised practices, does it have the power to carry out spot checks or does it rely on concerns being raised by members of the public?

Services for Children with Disabilities: Motion (Resumed) [Private Members] (29 Mar 2022)

Martin Browne: I, too, congratulate Deputy Pauline Tully on introducing the motion. She has done so because the Government cannot be trusted to live up to its responsibilities to children. It is great to hear that the Minister understands the position. These are famous words we hear over and over from the other side of the floor regarding everything that comes up but families want action, not statements...

An tOrd Gnó - Order of Business (29 Mar 2022)

Martin Browne: Recent legislation which aimed to provide emergency support to members of the haulage industry was somewhat welcome. However, a substantial portion of the sector has been excluded. This week I have been contacted by Gleeson Concrete, which operates in Donohill, County Tipperary, as well as north Cork and Limerick. They are reliant on their hauliers but pointed out that while some delivery...

An tOrd Gnó - Order of Business (29 Mar 2022)

Martin Browne: Yes, but most of these are own account operators and they are not eligible.

Written Answers — Department of Communications, Climate Action and Environment: Post Office Network (29 Mar 2022)

Martin Browne: 213. To ask the Minister for Communications, Climate Action and Environment if he will provide certainty to postmasters regarding future support for the post office network before the end of current supports in June 2022. [16184/22]
