Written Answers — Department of Communications, Climate Action and Environment: Departmental Strategies (15 Dec 2022)

Ruairí Ó Murchú: 121. To ask the Minister for Communications, Climate Action and Environment if he will outline a detailed timeline for the delivery of the Digital Connectivity Strategy; if he will provide an update on the National Broadband Plan in view of this new initiative; and if he will make a statement on the matter. [62562/22]

Planning and Development and Foreshore (Amendment) Bill 2022: Second Stage (14 Dec 2022)

Ruairí Ó Murchú: Last-minute amendments are not the way to deal with legislation but enough has been said on that. Many of my colleagues have brought up the fact that environmental organisations and the likes of Wind Energy Ireland have brought up particular difficulties with the Bill. They have stated this legislation could deal with a slow-up in being able to deliver on renewable energy. Those are issues...

Nationalisation of Energy System: Motion [Private Members] (14 Dec 2022)

Ruairí Ó Murchú: Once again, we are back in this Chamber dealing with some of the many crises at this time. We are talking about energy and we can break that subject into two parts. There is the issue of our capacity difficulties, where we are facing the possibility that we do not have the capacity to deliver and that we could be looking at blackouts. That tells us one thing about our lack of preparations...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: I thank all the witnesses for coming in. Before we talk about aviation strategy, can we deal with Dublin Airport? How many of Aer Lingus's flights have been cancelled? How many of those issues were specific to Dublin Airport? There has been a minor bun fight in the sense of the DAA stating that the de-icers are the responsibility of the airlines and the airlines not necessarily agreeing....

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Mr. O'Neill is saying there is an infrastructural problem.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: At that stage Aer Lingus was backing everything up across Europe.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Aer Lingus is saying the DAA was not prepared at an operational level, and it has put its hands up, which is different from what is out in the public domain. Beyond that, it was mentioned that logistics have been fixed. What does that look like? Does that mean everything has been done or does some of this require long-term infrastructural change?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: What has been fixed that has made it better?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: In the long term, space for this would need to be built in.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Does Aer Lingus foresee any other difficulties in the Christmas period and it being busy? Michael O'Leary and others have been in here and said that they were not quite sure if preparation had been done by the DAA, but the DAA has said it has done its preparation and Ministers have also said that. Is Aer Lingus reasonably happy?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: We are in a better place so.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: That is strong enough. There is a wider question on infrastructure and we have had a fair amount of comment on people’s claims that tunnels being built are not necessarily worthwhile and whatever. Where does Aer Lingus stand on all that? There is also the general question of necessary infrastructure and I assume Aer Lingus wants that addressed as quickly as possible.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Is Mr. Moriarty talking from the perspective of logistics and delivering for passengers?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: The ETS is a European scheme and we have had the whole argument about short haul versus long haul. What was the other scheme to which reference was made?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Where does the money go under that scheme?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Does it go into a global fund?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Some sort of global scheme is needed and there is an element of needing ICAO involvement. The question is whether there is enough of a conversation happening at the European Commission level and globally. Do we have enough of an input into that at this point in time?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: The open skies agreement seems to be an obvious win in terms of fuel savings, reducing the volume of delays and all the rest of it. I understand the difficulties relating to it. Does Mr. Moriarty think there is enough input from the Government in this regard and that the conversation is happening where it needs to happen, which is at the level of the Commission and beyond?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: Everyone buys into the idea but the question is how to deliver it.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Aer Lingus (Resumed) (14 Dec 2022)

Ruairí Ó Murchú: It is going in the right direction but it needs to be done as quickly as possible.
