While I deprecate any disruption in public services, what are antediluvian are some of the attitudes to social partnership and industrial relations, which seem to date from pre-1913, expressed in this House and regularly espoused in the columns of a Sunday newspaper. Any attempt to introduce a neo-liberal system of Thatcherite industrial relations in this country will not succeed.

Martin Mansergh: I do not wish to suggest the situation in Northern Ireland and that in the Middle East are similar. However, I feel we have much to offer from the point of view of a peace process. It seems as though slowly, gradually and, unfortunately, very painfully, Hamas is beginning to move in the direction of a realistic alternative. We are probably in a better position to assist than most EU member states.

In handing over responsibility to the HEA, tribute should nonetheless be paid to the Department of Education and Science for the way it has built up these institutes over the past 25 to 30 years and made them the success they are today.
