Paul Coghlan: Before I call the next speaker, I would like to say the Order of Business is a proposal by the Leader as to how the business of the Seanad should be dealt with. It is not the announcement of a decision. It is open to the House to accept, reject or amend the Leader's proposal. We have already had a proposed amendment.
