- Seanad: An tOrd Gnó - Order of Business (7 Feb 2019)
Paul Gavan: I will say it now.
- Seanad: Qualifications and Quality Assurance (Education and Training) (Amendment) Bill 2018: Committee Stage (Resumed) (7 Feb 2019)
Paul Gavan: Sinn Féin does not support the amendment. We recognise the important work of the RCSI and applaud its staff for the service that they provide by training surgeons, who work in our hospitals, as well as students who are spread all across the world. However, we have concerns. We must remember that the RCSI has a campus in Bahrain where widespread human rights abuses have taken place in...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services Staff Remuneration (6 Feb 2019)
Paul Gavan: I need to raise with the Minister of State the failure of the Department and the HSE to honour the public service stability agreement, PSSA. It is deeply ironic that, at a time when the Minister is citing this agreement as a reason for not negotiating with the nurses - incorrectly, by the way - he and his Department are in breach of the agreement. The Minister of State will know from the...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services Staff Remuneration (6 Feb 2019)
Paul Gavan: Is it any wonder people are cynical about politics? Furthermore, is it any wonder that the nurses have taken the justified decision to go on strike when even if one complies with this agreement, goes through the processes and waits seven years for the job evaluation to take place, we have a Department that turns around and says that one is owed that money but that it is not going to...
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: I also want to raise a heath issue. In response to a Commencement matter I tabled this morning, I received confirmation from the Minister of State at the Department of Health that the Government is in breach of an agreement. Payments are due to 7,000 health workers but the Government will not even tell them when the money will be paid. These are support workers, healthcare assistants,...
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: I wish to make a further comment.
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: I was amused by the Senator's comments about how her party always looks after the working people. I still remember when the minimum wage was cut by Fianna Fáil. The lowest paid workers in the State were caught and stabbed in the back by Fianna Fáil.
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: People in the trade union movement will never forget how Fianna Fáil dealt with low paid workers.
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: Absolutely.
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: Can we be clear, in summary-----
- Seanad: An tOrd Gnó - Order of Business (6 Feb 2019)
Paul Gavan: I call for a debate in this regard. I support the call for both Ministers to come into the House but it is time for the confidence and supply party to stop talking and act up in the interests of this nation, and bring down this awful Government.
- Seanad: Parental Leave (Amendment) Bill 2017: Committee Stage (6 Feb 2019)
Paul Gavan: I welcome the Minister and I welcome this Bill. An awful lot of people deserve credit for the Bill. First and foremost are the Social Democrats who took the initiative in the Dáil. I give credit to Fianna Fáil and my colleagues in the Labour Party for their support for the Bill. I speak from personal experience as I took parental leave after our first child was born. I was...
- Seanad: An tOrd Gnó - Order of Business (5 Feb 2019)
Paul Gavan: Hear, hear.
- Seanad: An tOrd Gnó - Order of Business (5 Feb 2019)
Paul Gavan: I, too, want to mention the nurses' dispute but from a particular angle, if I may. The mantra from the Minister is that we cannot breach the public service stability agreement. I do not accept that to deal with the nurses would do that by the way and, indeed, a cursory look at page 10 of the agreement-----
- Seanad: An tOrd Gnó - Order of Business (5 Feb 2019)
Paul Gavan: -----clearly shows that to be the case. May I point out to the Leader of the Opposition that the Minister, himself, is in breach of the PSSA, specifically phases 1 and 2 of the support staff evaluation process as agreed under the terms of the PSSA, which was completed on 4 October of last year? Within the terms of this process any award made is meant to be implemented within six...
- Seanad: An tOrd Gnó - Order of Business (5 Feb 2019)
Paul Gavan: Above all, it is time to pay the support staff what they are owed under the PSSA. The Minister is in breach of the agreement. As a union man, I would expect the Leader to condemn that and call for those moneys to be paid.
- Seanad: An tOrd Gnó - Order of Business (5 Feb 2019)
Paul Gavan: On a point of order, could we have more confidence and supply from Fianna Fáil? It seems to have run out.
- Seanad: An tOrd Gnó - Order of Business (5 Feb 2019)
Paul Gavan: The Minister is in breach.
- Seanad: Order of Business (19 Dec 2018)
Paul Gavan: Well said.
- Seanad: Order of Business (19 Dec 2018)
Paul Gavan: I welcome the fact we will be debating Yemen later this evening and I thank the Leader for providing time for the debate. I acknowledge the work of Senator Alice-Mary Higgins in getting it lined up. It will be very worthwhile. I ask for a debate in the new year on the broader issue of foreign affairs. I wish to ask where our independent voice is as a country because, under this...
