Martin Conway: It was very important.

Seanad: An tOrd Gnó - Order of Business (13 Nov 2019)

Martin Conway: On Senator Devine's observations about comments in the Lower House, we are in unison. I am loath to comment because commenting might achieve the result that was intended. Sometimes the charity of silence says much more than comment. We will leave the issue at that.

Seanad: An tOrd Gnó - Order of Business (13 Nov 2019)

Martin Conway: Since Senator Wilson interrupted me, he might just say that again. Out with it.

Seanad: An tOrd Gnó - Order of Business (13 Nov 2019)

Martin Conway: We will not go any further on that one. On the Cuisle facility in Roscommon, I have no doubt that our colleagues down there are working hard to come up with a resolution. Three or four years ago, on behalf of the National Disability Authority, I had the privilege of launching a toolkit for tourism providers to make hotels, restaurants and guesthouses accessible to people with disabilities....

Seanad: Services for People with Disabilities: Motion (13 Nov 2019)

Martin Conway: I move:That Seanad Éireann: -recognises the commitment of the Government to support citizens living with disabilities in our society; -acknowledges that for the first time in the history of the State we now have a Minister with special responsibility for Disability Issues in Cabinet, ensuring that all Government decisions will have an input from a disability perspective; -welcomes the...

Seanad: Services for People with Disabilities: Motion (13 Nov 2019)

Martin Conway: The Minister of State has plenty of time.

Seanad: Services for People with Disabilities: Motion (13 Nov 2019)

Martin Conway: I thank the cross-section of Members of the House who spoke today. I also thank the many Members who contacted me who could not be here for various reasons but who are very supportive of the motion. That is indicative of the fact that nobody tabled an amendment to this motion which is unusual because amendments are tabled to motions in here on a regular basis. It speaks volumes in terms of...

Seanad: Services for People with Disabilities: Motion (13 Nov 2019)

Martin Conway: I thank the Acting Chairman for that correction.

Seanad: Illegal Drugs: Motion (13 Nov 2019)

Martin Conway: I welcome this important motion from the Fianna Fáil Party on the scourge of drugs in our society. I welcome the Minister of State, Deputy Catherine Byrne, to the House. For many years, she has represented communities, parts of which have been badly affected by drugs. She is on the ground and knows exactly the consequences drugs use has for people. She has first-hand experience of...

Seanad: Illegal Drugs: Motion (13 Nov 2019)

Martin Conway: Next Tuesday at 2.30 p.m.

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation Expert Review: Discussion. (13 Nov 2019)

Martin Conway: I thank both Senators Boyhan and Hackett for allowing me to speak because I am due to be in the Seanad Chamber at 10.30 a.m. Following on from Deputy Ó Broin's remarks, I thank the witnesses today for their great work. Like many of those in attendance, I speak with a certain amount of experience of the Traveller accommodation issue. I was an incidental landlord and rented property...

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation Expert Review: Discussion. (13 Nov 2019)

Martin Conway: Does Professor Norris believe that funding is not necessarily the issue? Funding has been allocated at national government level but the challenge is with local authorities putting in place the infrastructure to draw down that funding.

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation Expert Review: Discussion. (13 Nov 2019)

Martin Conway: It would.

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation Expert Review: Discussion. (13 Nov 2019)

Martin Conway: Why is the number of Travellers being given accommodation by approved housing bodies lower than it should be? Say that 15 houses are to be allocated, and the local authority give the approved housing body a list of 13 names, ten of whom are Travellers. The Travellers still might not be allocated a house. Has Professor Norris done any research on why that figure is so low?

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation Expert Review: Discussion. (13 Nov 2019)

Martin Conway: Would Professor Norris agree that a CEO of a local authority not using emergency powers because he or she wants to curry favour with the elected members at budget time is simply not good enough? Not only does the Department need to show more leadership in this area, but so too do CEOs and elected members in local authorities.

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation Expert Review: Discussion. (13 Nov 2019)

Martin Conway: I absolutely accept and welcome those recommendations, all of which must be implemented by the Government. It really annoys me that there are provisions in place under the current structure which are not being used effectively.

Joint Oireachtas Committee on Housing, Planning and Local Government: Latent Defects: Discussion (7 Nov 2019)

Martin Conway: Apologies, I had to step out for a few minutes as I was doing a radio interview. I have listened to the witnesses' submissions. I have dealt with people affected by this issue in County Clare, if that can be believed. Two or three of those cases have been reasonably successfully resolved after a long time but others have not. There are two primary issues here. First, a pathway has to be...
