- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (12 Nov 2013)
Paudie Coffey: Dunmore East fishery harbour is in my constituency. The fishermen have been crying out for dredging to occur for many years. It is down to a matter of finding the financial support and-or the resources to do that so that the harbour can reach its full potential. I note Mr. Lynott's comments. Will Mr. Lynott clarify whether two permits were required under the previous law, or if there was...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (12 Nov 2013)
Paudie Coffey: Is the EPA aware of the need for dredging in the first instance? I can understand the EPA is charged with protecting the environment, but harbours came into existence for practical reasons. Harbours must work and dredging is necessary if they are to be operable as harbours. I presume the EPA is conscious of that.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (12 Nov 2013)
Paudie Coffey: Must the applicant submit a statement of how it proposes to conduct the dredging?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (12 Nov 2013)
Paudie Coffey: I note the comments on dumping at sea. On the question of offshore wind farms, interconnectors and so on, does the EPA have a role in such development out at sea or is it a matter for other agencies?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (12 Nov 2013)
Paudie Coffey: Is the EPA consulted when it is proposed to establish a new interconnector between the south of Ireland and France? Does the EPA have a role in the siting of offshore wind farms?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: County and City Managers Association (7 Nov 2013)
Paudie Coffey: I welcome the delegation. They have a very important contribution to make in local government reform and they are making it. I acknowledge the input of staff in local authorities around the country under the county managers' leadership and how they have adapted to the challenges. I know the pressures on the ground regarding reduced budgets and the implementation of new reforms. It has...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Reform of Local Government: Discussion
Association of County and City Councils (7 Nov 2013) Paudie Coffey: I welcome the delegates and thank them for their positive and constructive engagement. It assists us as parliamentarians as we work through the legislation to hear suggestions as to how it can be improved upon. The witnesses have a very positive contribution to make in that respect, both as individual representatives of local government and as members of the Association of County City...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Construction Products Regulations: Discussion (5 Nov 2013)
Paudie Coffey: I had a similar query to that asked by the Chairman. In terms of the history in this country, cement production was where much of the problem has arisen but Ms Neary has clarified the implications that might have for that particular sector. However, with the housing boom I am aware that many construction products like window sills, door heads and similar products were made locally in...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Construction Products Regulations: Discussion (5 Nov 2013)
Paudie Coffey: It is mainly the load-bearing product that will cause major concern and as I said, it will be manufactured locally without any real regulation or standard. I suspect much of that would have been done over the years but are there any plans in the Department or in terms of policy to have perhaps a clerk of works through the local authority system to examine building standards and building...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Construction Products Regulations: Discussion (5 Nov 2013)
Paudie Coffey: If a product is found to be in breach of a regulation or sub-standard, what is the sanction? Where is the enforcement or what happens in that case?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Nuclear Power Plants: Discussion with Radiological Protection Institute of Ireland (5 Nov 2013)
Paudie Coffey: I thank Dr. McMahon for that clarification. I wish to ask a question I intended to ask earlier relating to radon levels in the ground. I come from a constituency in Waterford where there is traditionally quite a high radon gas level. I acknowledge the work the RPII has put into raising awareness among the public. It held roadshows a few years ago which were very successful. It constantly...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Nuclear Power Plants: Discussion with Radiological Protection Institute of Ireland (5 Nov 2013)
Paudie Coffey: I had some questions about the scenarios too and the definition of risk when those scenarios are examined. Dr. McMahon said it is uncertain what type of nuclear plant will be developed in the UK. I assume that in line with the technological advances in nuclear energy there have been similar advances in innovative safety measures to contain any risk. Is there any research on that area and...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Nuclear Power Plants: Discussion with Radiological Protection Institute of Ireland (5 Nov 2013)
Paudie Coffey: To clarify, I understood the report issued last November, produced by eight international experts, indicated that in the event of a radioactive release from Sellafield, there would be no observable health risks for Ireland. Will Dr. McGarry clarify that? From what she has said and how the discussion has gone, the impression I am getting is that we cannot be certain of that assertion, that...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Nuclear Power Plants: Discussion with Radiological Protection Institute of Ireland (5 Nov 2013)
Paudie Coffey: Socioeconomic or otherwise but not health related?

- Order of Business (24 Oct 2013)
Paudie Coffey: Apologise.
- Written Answers — Department of Communications, Energy and Natural Resources: Electricity Generation (24 Oct 2013)
Paudie Coffey: 44. To ask the Minister for Communications, Energy and Natural Resources the reason the 400 kV gridlink electricity infrastructural project by EirGrid is necessary; the justification for such a large investment by a semi-State body; its purpose, in view of the fact that there are existing HV networks in use servicing these areas; and if he will make a statement on the matter. [45033/13]
- Topical Issue Debate: Security of the Elderly (23 Oct 2013)
Paudie Coffey: I thank the Ceann Comhairle for taking this Topical Issue and allowing us to express our concerns about the senior alert scheme. Post-budget there was much controversy and discussion, which one would expect, but there was also a good deal of misinformation and scare-mongering, for whatever reasons. Part of it surrounds the removal of the telephone allowance. I have come into the House to...
- Topical Issue Debate: Security of the Elderly (23 Oct 2013)
Paudie Coffey: I thank the Minister for reassuring us that his budget for the senior alert scheme is intact. I note he will have to go to his colleague, the Minister for Public Expenditure and Reform, Deputy Howlin, to seek additional funds for the installation or utilisation of mobile technology. Given the progress that has been made in mobile technology, it is something on which the Minister's...
- Local Government Bill 2013: Second Stage (Resumed) (23 Oct 2013)
Paudie Coffey: I welcome the opportunity to contribute on this debate on local government reform and this comprehensive Bill. Before I begin, I wish to convey my sympathies on the sudden death yesterday of a councillor, Mr. Gary Wyse, of Fianna Fáil in Waterford city. Gary was a deeply committed and passionate public representative and will be a loss to the local authority and the public. We must...
