Eoin Ó Broin: Section 47 is about the obligation to prepare a strategy relating to environment and climate change in the context of a development plan. Is this a transposition of what is currently in the planning and development Acts? It is something new? If some of it is new, will the Minister of State outline what is new? I may have a few supplementary questions after that.
