Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)

Dominic Hannigan: I move amendment No. 4: In page 3, to delete line 24 and substitute the following: "(1) No person may within the State (including on any Irish registered ship or aircraft), or, being an Irish citizen, whether within or without the State:". It was remiss of me to fail to welcome the Minister of State, Deputy Dick Roche. I also welcome the Bill. It is a tremendous piece of work and I...

Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)

Dominic Hannigan: I will speak briefly on amendment No. 6. We are concerned that the Bill as drafted has no penalties for breach of the obligations set out in it. Amendment No. 6 would insert a clause calling for penalties such as a term of imprisonment of ten years or a fine or both. We believe this would strengthen the Bill.

Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)

Dominic Hannigan: I am pleased with the support I have obtained from my colleague, Senator Norris. I listened carefully to Senator Boyle and I am content to wait on the deliberations from the other House if he is saying he is convinced that the law, as it currently stands, will cater for the situations we outlined. I will be happy to withdraw the amendment and return to it at a later stage and I take the...

Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)

Dominic Hannigan: I move amendment No. 5: In page 4, subsection (2), line 3, to delete "Republic of Ireland" and substitute "State". This is a straightforward amendment which seeks to delete the words "Republic of Ireland" and substitute "State" as this is the correct way to refer to the State in legislation.

Seanad: Prohibition of Depleted Uranium Weapons Bill 2009: Committee Stage (17 Nov 2010)

Dominic Hannigan: I wholeheartedly agree with the remarks of the Minister of State and commend Senator Boyle and the former Senator, Deirdre de Búrca, on introducing this legislation. Although we are in a difficult financial situation at present, we should not lose sight of the other important matters on our agenda. I am pleased to support the Bill's passage through the House. Several of our European...

Seanad: Order of Business (16 Nov 2010)

Dominic Hannigan: Since Members last met, the financial situation has deteriorated to the extent that this afternoon's meeting will see Ireland come under enormous pressure to accept a bailout not just for our sake but to save the euro currency as well. One need only look at this morning's newspaper headlines to learn how concerned is the rest of the Continent. The Financial Times reported on its front page...

Seanad: National Housing Development Survey: Motion (10 Nov 2010)

Dominic Hannigan: I move: That Seanad Éireann notes the recent publication of the National Housing Development Survey and is concerned that: ---many completed houses are unoccupied despite a huge demand for social and affordable housing and there is no mechanism to transfer properties in ghost estates controlled by NAMA to local authorities for social and affordable housing and other community uses; ---many...

Seanad: Report of Joint Committee: Motion (Resumed) (4 Nov 2010)

Dominic Hannigan: Its ring tone is creating quite a nice rhythm. I welcome the opportunity to contribute to the debate on this matter. We must take immediate steps to introduce legislation in respect of climate change. It is three years since the Green Party came to power and had a commitment relating to climate change included in the original programme for Government. That is far too long a period for...

Seanad: Order of Business (2 Nov 2010)

Dominic Hannigan: It is not a valid form of protest. This is a democracy and people will have a chance to show their contempt for the Government at the ballot box. The resignation this morning of the former Minister, Deputy McDaid, is a sure sign, with four by-elections now outstanding, that the Government is coming apart at the seams. It is interesting that the Deputy Leader is taking the Order of Business...
