John Moloney: The flaw is that we delayed so long before bringing this legislation before the House. I refer any Deputy who cares to go back over the record of health deliveries in recent years to the fact that the flaw emanated from public representatives in different counties blockading attempts by Government to put the necessary funding together to deliver services by way of regionalisation.
