Tom Hayes: I welcome the Minister's comments. To have this followed up and put in place, will the Minister draw up guidelines with the Department of the Environment, Heritage and Local Government? Has he spoken with the Minister, Deputy John Gormley, in this regard? What the Minister, Deputy Dempsey, has said is very sound and sensible. I ask this in the context of progressing the issue.
