Seán Fleming: Yes, that is fine and that is why they are grouped together. The essence of this line of discussion is to deal with the meaning of carrying on lobbying activities, as the name of section 5 indicates. The Minister has just referred to a number of amendments he proposes to make to the section but I have a number of concerns about this Bill and this issue is probably the one of most concern....

Seán Fleming: I will be introducing legislation in the Dáil tomorrow dealing with appointments to State boards. A lot of what the Minister and everyone else agrees should be done in this area should be put on a legislative footing rather than being based on guidelines. I expect the Minister and I will agree with the contents of my legislation tomorrow.

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Registration of Lobbying Bill 2014: Committee Stage (25 Nov 2014)

Seán Fleming: Yes. My legislation has been drafted and is in the system. I think the Ceann Comhairle has it listed for tomorrow. It may be listed for another day but that is beyond my control now, to some extent. I would hope that the guidelines will substantially dove tail with what is in my draft legislation. If that is the case, then all I will ask the Minister to do is take one further step and...

Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Registration of Lobbying Bill 2014: Committee Stage (25 Nov 2014)

Seán Fleming: I move amendment No. 2: In page 5, between lines 25 and 26, to insert the following:“(2) Each review shall list the number of matters subject to delayed publication pursuant to section 14.”.This is a straightforward amendment. Section 14 of the legislation states: provides for delayed publication where the registrant believes the registration or the return relating to the...

Water Sector Reforms: Motion (Resumed) (20 Nov 2014)

Seán Fleming: I appreciate the opportunity to speak in this debate following yesterday's announcement by the Minister for the Environment, Community and Local Government, Deputy Alan Kelly. I was surprised to hear a Minister who has been doing his job for only a few months refer to his legacy. His ministerial colleagues were smirking when he made that comment because they have been around the House for...
