- Consumer Credit (Amendment) Bill 2018: Second Stage [Private Members] (12 Dec 2018)
Martin Kenny: I thank Deputy Pearse Doherty for bringing forward this Bill. It is clear where and the way in which this issue has the most impact in our society. The main people who will deal with these moneylenders are women because they are the ones who sort out the household budget. Often it is around the managing of that budget that much of this borrowing takes place. Women borrow to purchase a new...
- Anti-Evictions Bill 2018: Second Stage [Private Members] (12 Dec 2018)
Martin Kenny: I am glad to speak on this Bill tonight and to support it. The key focus is on notices to quit and the sale of properties. There are numerous instances all over the country of people who have been renting properties for a lengthy period who are receiving notices to quit in the post because the property is being sold, often to a vulture fund. They are given one month's notice but cannot...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (12 Dec 2018)
Martin Kenny: This morning several cross-Border agencies appeared at the rural affairs committee and in the AV room, including the Irish Central Border Area Network, the Centre for Cross Border Studies and people from the east Border region. All of them were coming with a deep concern, particularly in the context of Brexit. There is a commitment in the programme for Government to continue to fund these...
- Joint Oireachtas Committee on Rural and Community Development: Effects of Brexit on Border Region: Discussion (12 Dec 2018)
Martin Kenny: I thank the witnesses for their contributions this morning. I am very conscious in particular of the work of ICBAN in my region in Leitrim where cross-Border work has been taking place for many years. It has had a huge impact and been very positive for many communities and various sectors, including for local authorities, health services and all of those areas which have benefitted. I...
- Joint Oireachtas Committee on Rural and Community Development: Effects of Brexit on Border Region: Discussion (12 Dec 2018)
Martin Kenny: We need to come at this issue at the right scale. The problem in the past is that it has been bitty. I often think it is almost like research and development is the buzzword nowadays. We have an awful lot of research. Many organisations, including those represented at today's meeting, have come up with methods to resolve issues and sort stuff out. I suggest that such efforts almost need...

- Ceisteanna Eile - Other Questions: Rural Regeneration and Development Fund (11 Dec 2018)
Martin Kenny: An announcement was made in recent weeks that there were almost 300 applications for category 1 of the rural regeneration and development fund and that there were some 18 approvals of projects throughout the country. I would like to have more information on where matters stand in regard to the other categories and when more announcements will be made.
- Ceisteanna Eile - Other Questions: Rural Regeneration and Development Fund (11 Dec 2018)
Martin Kenny: The announcement of funding for 18 projects is welcome. However, there were 125 shovel-ready projects in category 1 and, therefore, many disappointed communities did not get funding. With regard to category 2, the Minister might give more detail on when he expects to put butter on that sandwich. We need something to happen quickly because people have to get moving on this. At the moment...
- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Resettlement Scheme (11 Dec 2018)
Martin Kenny: 34. To ask the Minister for Rural and Community Development his views on whether the allocation of €100,000 to six towns as part of the scheme to encourage families to return to live there will be adequate to achieve that purpose; the way in which he plans to achieve what is intended with that amount; and if he will make a statement on the matter. [51990/18]
- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Resettlement Scheme (11 Dec 2018)
Martin Kenny: The Minister has introduced a scheme to encourage families to return to live in towns and villages. He has allocated €100,000 to six different towns. While I understand what he is trying to do, the scale is tiny. Boyle in County Roscommon contains dozens of old buildings that are falling down. One could spend €100,000 on just one of these buildings. I cannot envisage...
- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Resettlement Scheme (11 Dec 2018)
Martin Kenny: This is basically money to pay for a study in six different towns. I presume the study will involve employing a consultant to do a report. That seems to be where we are going here. The Minister should talk to Irish Rural Link, the credit union movement or the chambers of commerce in any of those towns. He would not need to spend €100,000 for an analysis of the problems and where...
- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Resettlement Scheme (11 Dec 2018)
Martin Kenny: We knew the schemes were not working. We should not throw more good money after bad because the schemes have not worked. One of the examples is the repair and leasing scheme where a person could get €40,000 from the local authority to do up a property which would then be leased to the local authority for ten years. It did not work. It is not necessary to be a genius to know why it...
- Ceisteanna (Atógáil) - Questions (Resumed) - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Resettlement Scheme (11 Dec 2018)
Martin Kenny: Why does the Minister need to spend €100,000 asking other people?
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (11 Dec 2018)
Martin Kenny: There is a clear commitment in the programme for Government to deal with the issue of insurance, particularly insurance for younger drivers. Where I live in the north west, and in many parts of rural Ireland, when jobs become available. young people often have to drive because there is no other way of getting to work. When they try to insure a car, they find themselves being quoted...
