- Protection of Life During Pregnancy Bill 2013: Second Stage (Resumed) (27 Jun 2013)
Peter Mathews: The letter continues:As Lord David Steel has discovered when it comes, it does not go. Abortion is the most heinous deed a man or a woman can be part of. James Reilly's claim that he will control it is childish.James Sheehan, Sister Consilio and their colleagues have said that once the legislative framework comes in with section 9, we can be certain, by reference to other jurisdictions in...
- Protection of Life During Pregnancy Bill 2013: Second Stage (Resumed) (27 Jun 2013)
Peter Mathews: The psychiatrists said that if a woman is in a very distressed situation, and anxious, which is very understandable, and says that she does not wish to accept the medical treatment they may offer, the only way left to avert the risk of suicide is to certify this as a lawful procedure. That goes against the hippocratic oath. They explained that dilemma to us. Furthermore, when the...
- Protection of Life During Pregnancy Bill 2013: Second Stage (Resumed) (27 Jun 2013)
Peter Mathews: I thank the Ceann Comhairle for allowing me time to contribute to this debate. The safety and well-being of mothers, babies and families - of every citizen of this country - have been very well served by the medical professions for as long as I remember. That is because every doctor, upon qualifying, makes the hippocratic oath, the solemn pledge which underpins the wonderful care and...

- Joint Oireachtas Committee on Public Service Oversight and Petitions: Decisions on Public Petitions Received (26 Jun 2013)
Peter Mathews: We are dealing with a contrived situation here, with average employee pensions of €10,000. For the purpose of a computation, 17 years multiplied by the average pension of €10,000 amounts to €170,000 when calculating the 0.6% levy. That is a concoction, which is not covered by the legislation. In the interests of equity, therefore, we should write to the Minister...

Peter Mathews: On subsection (c), it is stipulated that the Fiscal Advisory Council shall provide an assessment of whether the fiscal stance for the year or years concerned is, in the opinion of the council, conducive to prudent economic and budgetary management, including by reference to the provisions of the Stability and Growth Pact. What is the basis of the assessment? What methodology does it use in...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Ministers and Secretaries (Amendment) Bill 2012: Committee Stage (26 Jun 2013)
Peter Mathews: It is important to be tight in defining these things. The wording is that the Irish Fiscal Advisory Council "shall endorse", while the requirement from the troika concerns whether the forecasts have been endorsed. The council can either endorse or not endorse. Perhaps the wording should be "shall endorse or not endorse, as appropriate".

Peter Mathews: The other function is to provide an assessment of the official forecasts. It is not clear what the official forecasts are. Let us call a spade a spade. I am not saying I am not agreeable to what the intention is, but let it be stated correctly.
