Jim Daly: The Deputy's diagnosis, for want of a better term, is one with which I could not agree more. Everybody in the room accepts that there are difficulties, challenges, waiting lists and unacceptable delays in front-line services and it is a case of what we are going to do about it and how we are going to approach it.
