Future of Irish Farming: Motion (Resumed). (8 Feb 2006)

John Moloney: I am not sure why the delegation walked out. The president of Macra na Feirme issued a statement congratulating the Minister because at long last the body had been heard and a positive response rather than lip-service received regarding support. The Minister deserves congratulations in many areas. It was a tough challenge to deal with the CAP, which despite extensive reform, came under...

Finance Bill 2006: Second Stage (Resumed). (8 Feb 2006)

John Moloney: I, too, am glad of a few minutes to refer to the provisions of the Finance Bill and, like Deputy Curran, to congratulate the Minister on delivering on commitments and, more importantly, taking on board submissions. I refer to the commitment that high earners will no longer be able to reduce their taxable income to zero. I am happy that the Bill considers such matters. As a former member of...

Social Services Inspectorate: Motion (Resumed). (1 Feb 2006)

John Moloney: I congratulate the Minister of State with responsibility for the elderly, Deputy Seán Power, on his role in the Department, particularly for the increased funding for the elderly. While this debate is not entirely focussed on funding, it is important to recognise the €110 million extra for the elderly, and €302 million in total between 1997 and 2005. An increase of this magnitude...

Ferns Report: Statements (Resumed). (9 Nov 2005)

John Moloney: I regret the need for such a report but having read it, it is clear there is such a need. I support the suggestion made by Deputy Enright some time ago that perhaps the appropriate forum in which to debate the report and to go through the recommendations is a committee of the Joint Committees on Health and Children and Education and Science. As Chairman of the Joint Oireachtas Committee on...

Health Services: Motion (Resumed). (26 Oct 2005)

John Moloney: Hear, hear.

Written Answers — Liquor Licences: Liquor Licences (1 Jun 2005)

John Moloney: Question 153: To ask the Minister for Finance the number of liquor licences and full seven day licences renewed for the year ended 30 September 2004 at the various turnover levels and the licensed outlets per county renewed to 30 September 2004. [18702/05]

Accident and Emergency Services: Motion (Resumed). (11 May 2005)

John Moloney: I welcome the opportunity to speak on the Private Members' motion. While I do not agree with the expressed wish in the motion I understand the sense of it and where the Opposition is coming from. Unlike most Private Members' motions, this is not a political device but an attempt to deal with an issue that is causing much concern throughout the health services. That so many people are...

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: I support the Minister of State on the basis of first-hand observations of the industry in my home county. These observations reflect the operation of the industry on other farms throughout the country. The industry is well regulated locally and nationally and undergoes regular departmental inspections. Local opinion is the best record of the running of such farms. Heffernan's of Vicarstown...

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: This issue excites the Deputy but it does not excite me. I only wish to acknowledge the legislation.

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: I stand over €4 million. Is there a farm near Deputy Boyle's home?

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: I am satisfied there is no point building up a head of steam to denigrate the industry, given what is happening on the ground on farms. I refer to the basic economic precepts of the laws of supply and demand. There is strong evidence to support the argument that there is a strong, increasing demand for fur as a fashion item worldwide. A vibrant fur production industry in Europe seeks to meet...

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: Slavery was abolished in Ireland years ago.

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: The two issues cannot be compared. I cannot understand why we, as legislators, would seek to prohibit Irish fur farmers from seizing on the business opportunity that exists for them on the world stage, particularly when they comply with the Department's regulations. The domestic fur industry is well regulated. The Minister outlined that officials from her Department regularly inspect licensed...

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: If Deputy Boyle had his way, we would lead in absolutely nothing. We are back to the issue of live exports and the detrimental effect of Green Party policy if its members had their way. Thankfully, the party is not in power and it is not heading in that direction. Domestic fur breeders have every incentive to look after their animals by applying the best animal husbandry and welfare...

Fur Farming (Prohibition) Bill 2004: Second Stage (Resumed). (23 Mar 2005)

John Moloney: Unlike Green Party Members, they are also well mannered. Why on earth would we wish to prohibit these people from earning a living? Fur farmers do not seek a subsidy or other form of financial assistance and we should not stand in their way. The Bill must be voted down because to do otherwise is tantamount to transferring this economically viable industry to other fur producing countries with...

Health (Amendment) Bill 2005: Second Stage (Resumed). (2 Mar 2005)

John Moloney: I wish to share my time with Deputy Cooper-Flynn. I welcome this attempt to address the difficulties caused. I recognise the point made by Deputy Connaughton in regard to Deputy Twomey. Opposition for the sake of opposition was not Deputy Twomey's role and I recognise his responsible attitude on this issue. However, it should also be recognised that it is not the Government's role to create...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I am glad to have the opportunity to contribute to the debate. The issue has been of concern not only to Members but also the public. As many hospitals and nursing homes in my constituency provide beds for the elderly, I am naturally concerned about the use of subventions. It is worth reflecting on the findings of the Supreme Court and referring to some of the submissions made here. I do not...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: The health budget and the Department of Health and Children are in safe hands with the Tánaiste, as the record proves. I again wish to refer to the Supreme Court decision because the findings have not been clearly and properly dealt with. It is important to reflect on one particular point. The provisions of the Health (Amendment) (No. 2) Bill 2004 that provide for prospective charging of...

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: I am aware of that and will come to that matter shortly. The people who now take upon themselves the responsibility of being the only saviours of the elderly should have held this position all along and recognised what resulted from the Supreme Court judgment on nursing home subventions in 1976. There have been 11 Ministers and 40 different health boards since.

Health (Amendment) (No. 2) Bill 2004: Statements. (16 Feb 2005)

John Moloney: That is four years ago. I did not dare butt in a few minutes ago when Deputy Ring was expressing his concerns. I was going to suggest that it was the by-election that was driving this new-found care. The Deputy mentioned the by-election and hoped the Travers report would be out before it was held.
