Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Foynes Port Company: Chairperson Designate (Resumed) (19 Apr 2023)

Darren O'Rourke: I thank Mr. McGarry for coming in and offer my best wishes as he continues in the role. I will pick up on the opportunity and challenge in the time ahead. We had news yesterday of expected bumper income for the State in the year to come. In Mr. McGarry's own area we have had a further report from Wind Energy Ireland in the past week or number of days. It concerns the readiness or...

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Foynes Port Company: Chairperson Designate (Resumed) (19 Apr 2023)

Darren O'Rourke: I thank Mr. McGarry and wish him the best of luck in the role.

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Foynes Port Company: Chairperson Designate (Resumed) (19 Apr 2023)

Darren O'Rourke: That first ask is to look at that report. Does it mean that is the be-all and end-all of it? In terms of the forums, are those conversations happening? Is there a sufficient line of sight? I presume the answer to that is "Yes" from the Shannon Foynes Port Company, but does Mr McGarry feel the State and its agencies are all in step or is there room for improvement in terms of linking...

Department Underspend and Reduced Delivery of Affordable Housing: Motion [Private Members] (18 Apr 2023)

Darren O'Rourke: I thank Deputy Ó Broin for bringing forward this motion. The shortage of, and absolute need for, affordable homes to buy and rent is a major issue in my county of Meath. The motion further calls on the Government to dramatically increase its investment in the delivery of genuinely affordable homes for working people and to deliver at least 8,000 affordable homes to rent and to buy...

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Have price caps and windfall or solidarity taxes been provided for since October 2021 and have a number of member states moved in that regard? If that is the case, why has there been a delay in the EU moving as a whole? What is the reason for the difference in approach to the temporary solidarity contribution versus the cap on market revenue? We are particularly conscious in this State...

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Mr. Walker mentioned the RIA. Regarding the multicriteria analysis, I guess the same applies for the 75%. Why is it not 100% given that 20% already seems quite generous? Are those available?

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Not the RIA, but the multicriteria assessment.

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: I appreciate that.

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: I have a question on the estimates. We had the briefing earlier. Obviously, there was a headline figure before Christmas of potentially €1.9 billion. We received a briefing with the breakdown from the departmental officials. That broke down to €280 million to €2.4 billion on the market cap, which is now reduced to €80 million to €150 million or...

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Mr. Walker said that he is constrained by the EU regulation. I would make the legitimate point that the significant time from April to August is not included in the cap on market revenues here. Mr. Walker is saying it is a question for Government or somebody else to seek the answer for that.

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: I accept that.

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: It is a complicated market and there are market-to-market transactions. There is a huge amount of complex accounting. Deputy Bruton asked about the oversight of the hedging policy. Will there be oversight of that more detailed interaction with the market and what are real profits and what are not?
