- Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)
Tim Lombard: Does Mr. O'Driscoll think there should be correspondence to say there is an issue or problem, rather than having a farmer waiting for a text and ringing the guy next door to see if he got the text? That kind of information gap annoys people.

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities of Department of Agriculture, Food and the Marine: Discussion (25 Oct 2016)

- Seanad: Order of Business (25 Oct 2016)
Tim Lombard: To follow what Senator Colm Burke and other colleagues said regarding maternity services and what direction we are taking with them, I am deeply concerned by what I read in the Irish Examinertoday. The direction we are taking with these services is a real concern for the population. The work rate of the people involved is fantastic. My wife and I had the privilege of using the service in...
- Seanad: Agricultural Prices and Decision by UK to Leave EU: Statements (25 Oct 2016)
Tim Lombard: I welcome the Minister and compliment him on the impact he has had on agriculture in only a short time. He provided a safe pair of hands when such was needed. It is great that we have him with us today. In many ways, Brexit is the greatest challenge facing our food and drinks industry. The coming months and years will say much about how our industry develops. There have been major changes...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agriculture Sector: European Commissioner for Agriculture and Rural Development (20 Oct 2016)
Tim Lombard: I welcome the Commissioner, who brings a wealth of experience to his role. He touched on the conference that was held in Cork three weeks ago, which I was privileged to attend along with the Commissioner, the Minister for Agriculture, Food and the Marine, Deputy Michael Creed, and Irish MEPs, Deirdre Clune and Seán Kelly. It was a very important conference and what came out of it needs...
- Seanad: Order of Business (18 Oct 2016)
Tim Lombard: I raise the issue of Seanad reform and the proposed relocation of the Seanad Chamber. According to reports in the media today, the former director of the National Museum of Ireland, Dr. Pat Wallace, spoke about the relocation of the Seanad and asked the when, where and what involved in the process. The relocation of the Seanad arose before I became a Senator and new Senators' knowledge of...
- Seanad: Order of Business (18 Oct 2016)
Tim Lombard: Even Limerick, God forbid. If we are not wanted in Dublin, perhaps we should step outside the base and ask where the Office of Public Works will take us. If a location is being sought, we will definitely look for one. This issue should be addressed.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: I thank the board members and chairman of Horse Racing Ireland for their contributions this evening. It is very important to bring clarity and, hopefully, closure to this issue. We are all aware of the importance of the horse racing industry to the economy. Can I get some clarity on the actual process? It was well flagged five years ago that a new CEO would be in place by this time 2016....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: Can I get clarity there? In the correspondence of 25 July, which is coming back from the Minister's office, point 4.1 says the contract in relation to bonuses will be removed and then at point 4.9 it says that payment of a director's fee to the chief executive will be removed. At point 5.3, it says that the reference to a car payment will be removed. The Minister removed those items from...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: I would like to refer to correspondence on 25 July. I ask for clarity on it. It is addressed to the chairperson from Brendan Gleeson, assistant secretary of the Department of Agriculture, Food and the Marine. It involves proposed amendments to the contract, as far as I can read from the minutes. The first line in the contract indicates that the duration of the contract must be a maximum of...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: Was it the Minister?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: I take it, therefore, that, if he wanted to in five years time, Horse Racing Ireland's chief executive officer could have run on again with a contract of indefinite duration.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: The original contract proposed by Horse Racing Ireland did not exclude a contract of indefinite duration. It took the Minister to insert a five-year term. It is fair to say that, only for the Minister inserting a five-year term, Mr. Kavanagh would have been there under a contract of indefinite duration. Is that not true?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: In the contract Horse Racing Ireland had proposed did it propose to remove a contract of indefinite duration?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Surrounding Recent Reappointment of CEO of Horse Racing Ireland (13 Oct 2016)
Tim Lombard: My question is fair. It refers back to the correspondence we received. The correspondence goes on to state the Minister pointed out that he wanted certain things to be amended in the contract. What was contained in the original contract sent to the Minister in 2015 or 2016 and why did he have to exclude references to a payment for a car, director's fees-----
