Éamon Ó Cuív: DÃrÃm aird an Teachta ar an bhfreagra a thug mé ar Cheist Uimh. 366 den 28 Samhain 2006. Tá an dréacht-thuarascáil fós á meas ag an gcoiste stiúrtha agus bheinn ag súil leis go gcuirfear os mo chomhair à san athbhliain.
- Written Answers — Acht na dTeangacha Oifigiúla: Acht na dTeangacha Oifigiúla (13 Dec 2006)
Éamon Ó Cuív: Mar atá curtha in iúl agam don Teach cheana, tá na rialacháin seo foilsithe agus leagtha os comhair gach Tà den Oireachtas agam i bhfoirm dréachta. Rinne mé é seo le deis a thabhairt do Theachtaà agus do Sheanadóirà na dréacht-rialacháin a phlé agus leasuithe a mholadh, dá mba mhian leo, sula sÃneoinn iad. Bhà deis agam na dréacht-rialacháin a phlé os comhair an...
- Written Answers — Countryside Access: Countryside Access (13 Dec 2006)
Éamon Ó Cuív: The Deputy may wish to refer to the priority question No. 40, which I answered earlier this afternoon. In order to achieve its work programme, Comhairle na Tuaithe established separate working groups, which reported regularly to the full Comhairle, to address the three specific areas of its mandate. The group that worked on the issue of access to the countryside, was chaired by my...
- Written Answers — Programme for Peace and Reconciliation: Programme for Peace and Reconciliation (13 Dec 2006)
Éamon Ó Cuív: I wish to advise the Deputy that the existing Programme for Peace and Reconciliation is drawing to a close over the next two years. Accordingly, it is expected that next year's funding demands for projects under this Programme will be significantly reduced. The AEV allocation to fund the Programme was considered in the context of the overall allocation for the Vote and, as with all spending...
- Written Answers — Irish Language: Irish Language (13 Dec 2006)
Éamon Ó Cuív: As I indicated in reply to a similar Question from the Deputy on 28 November 2006, the report in question is currently being studied by the project steering committee. I expect that the report will be submitted to me in the New Year.
- Written Answers — Renewable Energy: Renewable Energy (13 Dec 2006)
Éamon Ó Cuív: Rural Ireland is particularly vulnerable to over-reliance on non-renewable energy sources because of the low density of the rural population and extended transport systems. The challenge, therefore, will be to increase natural resource usage for energy production. Renewable energy production can create economically and environmentally sustainable enterprises and play an important role in the...

Éamon Ó Cuív: An amount of â¬5m is being provided by my Department under the CLÃR Programme towards the development of the Western Rail Corridor. The funding is being provided towards essential clearance and preservation site works on the unused railway line between Claremorris and Collooney. The purpose of this work, which commenced in September last, is to re-establish the boundaries, prevent further...

Éamon Ó Cuív: I propose to take Questions Nos. 257 and 261 together. As the Deputy will be aware my Department administers and delivers a wide range of programmes and measures targeted at social or economic deprivation in either rural or urban areas and at community development, both local and national. For details regarding these programmes and measures and the criteria for funding, I would refer the...
- Written Answers — Departmental Funding: Departmental Funding (13 Dec 2006)
Éamon Ó Cuív: As the Deputy will be aware my Department administers and delivers a wide range of programmes and measures. The Deputy will also be aware that expenditure under these programme areas takes place across a wide range of schemes and projects countrywide, descriptions of which are available on my Department's website at www.pobail.ie. It is not possible to give a county by county breakdown as...
- Written Answers — Community Development: Community Development (13 Dec 2006)
Éamon Ó Cuív: My Department, with the support of Pobal, has overall responsibility for the co-ordination of the RAPID programme. It is a matter for each Department to respond to issues of increased funding within their area of responsibility. I introduced the Leverage Schemes in 2004. My Department directly funds schemes to provide playgrounds, improve traffic measures, improve health facilities, provide...
- Written Answers — Consultancy Contracts: Consultancy Contracts (13 Dec 2006)
Éamon Ó Cuív: The Deputy will be aware that the Department of Community, Rural and Gaeltacht Affairs was established in June 2002. My Department has made available on its website details regarding consultancies (excepting those of minor value, i.e., less than â¬5,000 excluding VAT) relating to the period since its establishment in June 2002 up to the end of November 2006. The relevant link, which will...
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: I welcome the Bill and the explicit provision for translation services. I wish to clarify some issues. First, it is the Constitution that requires translation of Acts and the only way of doing away with that requirement is to change the Constitution. Second, since the foundation of the State, prior to the Constitution responsibility for the translation of Acts traditionally rested with the...
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: I want to be absolutely clear about this.
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: I would like to make it absolutely clear that anything my officials said at that meeting would have been subject to further discussions with the Department of Finance because they were not in a position to do otherwise. I know the officials involved and they would never have given undertakings unless they had been pre-checked. The indications given were at official level to the effect that...
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: I am standing by my officials.
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: The Deputy is attacking my officials; I am defending them. I have no doubt they gave an indication that they would look favourably, subject to discussions with the Department of Finance, on various issues, including the provision of adequate finance etc. At all times they acted in concert with the Department of Finance.
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: Deputy Howlin is very defensive.
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: I cannot see how discussions could be held unless issues could be discussed subject to reporting back and getting those issues approved or otherwise. Therefore, I am sure, as is stated, that they gave indications but no undertakings were given. That is the issue that must be stressed â they indicated that these issues could be examined and decisions arrived at. The minute states that...
- Houses of the Oireachtas Commission (Amendment) Bill 2006: Second Stage (13 Dec 2006)
Éamon Ó Cuív: I absolutely confirm that the translation service is for these Houses only. There is no question it being made available to people outside these Houses unless the commission makes this available to Ministers or anybody else, and I do not believe it will. Statutory instruments are not involved, it is purely statute law.
- Clár Díláraithe. (13 Dec 2006)
Éamon Ó Cuív: Mar a thug mé le fios mar fhreagra ar cheisteanna sa Teach seo cheana, tá iarrtha ar bhord Fhoras na Gaeilge moltaà sonracha a dhéanamh maidir leis na céimeanna a bheidh i gceist chun 30 post a lonnú i nGaoth Dobhair, chomh maith leis na rannóga agus na feidhmeanna a bheidh lonnaithe ann. Cé go raibh súil agam na moltaà a bheith faighte roimhe seo, tuigim anois go mbeidh siad ar...
