Seán Fleming: It is the normal pattern when a Minister comes before the committee. I fully agree that at other meetings speakers should rotate between the Government and the Opposition, but not when a Minister is present. It may not have a practical impact, and this is not a tactic to delay for a few minutes, but when a Minister comes before the committee Opposition members should put their questions first.
