- Seanad: An Bord Bia (Amendment) Bill 2003: Committee and Remaining Stages. (4 Feb 2004)
Noel Coonan: On a point of clarification, I am not speaking about the principal Act. My amendment is specific and deals with membership of a horticulture subsidiary board and term of office of its members.
- Seanad: An Bord Bia (Amendment) Bill 2003: Committee and Remaining Stages. (4 Feb 2004)
Noel Coonan: The heading on the section of the Bill in front of me states: Membership of horticulture subsidiary board and term of office of members. That is the section we are dealing with and I want horticulture adequately represented on the subsidiary board.
- Seanad: An Bord Bia (Amendment) Bill 2003: Committee and Remaining Stages. (4 Feb 2004)
Noel Coonan: I move amendment No. 8: In page 9, line 21, after "members" to insert ", not less than six of whom shall be women". This amendment is about equality on the board. The section as presented is rather vague. I would prefer a more definite commitment from the Minister that there would be greater equality on the board.

- Seanad: An Bord Bia (Amendment) Bill 2003: Second Stage. (28 Jan 2004)
Noel Coonan: I welcome the Minister to the House. I am pleased to have an opportunity to debate the Bill, although I do not support its broad tenet, the amalgamation of An Bord Glas with Bord Bia. An Bord Glas is involved in a distinctive niche area of food development and I am concerned that this important work will lose its effectiveness if it is subsumed within the broader remit of the larger Bord Bia....
- Seanad: Order of Business. (26 Nov 2003)
Noel Coonan: I support the comments of Senator Brian Hayes on aspects of road safety. I would like the Leader to take up the issue of driving licences and the delay in the driving test with the Minister for Transport. This relates to a certain sector of the population, particularly in rural areas. People are driving with full no-claims bonuses but do not have a licence because they did not renew it within...
- Seanad: Order of Business. (13 Nov 2003)
Noel Coonan: I support the call made by Senator Brian Hayes for the Leader to seek clarification from the Minister for Health and Children on the status of the Hanly report. The Minister for Defence, Deputy Smith, may have decoupled himself from that report, but it has serious implications for north Tipperary and Clare. The Cathaoirleach is in the heart of the mid-west himself.

- Seanad: Order of Business. (13 Nov 2003)
Noel Coonan: âthe Hanly report is being implemented in the mid-west. It is vital the Leader of the House brings the Minister in here to clarify what is happening. If she does not, it will have serious consequences for Ennis and Nenagh. The general public have given a massive thumbs down to that proposal. The Leader of the House should realise it is time for action.

- Seanad: Order of Business. (11 Nov 2003)
Noel Coonan: I am asking her where the report now stands in view of the fact that Mr. Hanly stated last night that he had failed to consult the general practitioners in the area and the Minister for Defence failed to endorse the report because it was bad for Nenagh and the health service. Where does the report stand now?
