Seanad: Garda Síochána (Functions and Operational Areas) Bill 2021: Second Stage (27 Jan 2022)

Victor Boyhan: Is that agreed? Agreed.

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Committee Stage (27 Jan 2022)

Victor Boyhan: In line with the Order of the House for today, we must be conscious that this Bill must conclude at 3 p.m.

Seanad: Violence Against Women: Statements (27 Jan 2022)

Victor Boyhan: FI thank the Minister for taking this debate. In preparing a few words for today, I want to open with a quote from someone who I much admire, a former abbot general of Glenstal Abbey, Mark Patrick Hederman. I think it is apt and appropriate for today's debate. He states: When we as citizens have courage, that does not mean we have the means. But it does mean that we can stand up for...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Monuments and Archaeological Heritage Bill: Department of Housing, Local Government and Heritage (27 Jan 2022)

Victor Boyhan: I thank the Minister of State and his officials for coming in. It has been a useful exercise and exchange of commentary. We have slightly erred and strayed into the area of built heritage. It is clearly a different strand and is reasonably well protected. We have the record of protected structures. People spoke about Mountjoy Square. We have architectural conservation areas to deal with...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Monuments and Archaeological Heritage Bill: Department of Housing, Local Government and Heritage (27 Jan 2022)

Victor Boyhan: Perhaps Mr. Kirwan will spell out who is the keeper of the inventory. Who keeps the inventory? Is there a consultation or engagement process on the process of adding and revoking? Perhaps Mr. Kirwan might set that out for me. Also, is there a role here for the planning regulator? Enforcement of all of these things is very important, and I note from the memo and detailed documents...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Monuments and Archaeological Heritage Bill: Department of Housing, Local Government and Heritage (27 Jan 2022)

Victor Boyhan: I asked, but no one has come back to me yet, about what Mr. Kirwan was talking about around the national inventory of heritage. On the consultation, the Minister has the power to add and delete, which is fair enough, but there has to be democratic input and there has to be some sort of meaningful consultation process. That would just be a suggestion I would have.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Monuments and Archaeological Heritage Bill: Department of Housing, Local Government and Heritage (27 Jan 2022)

Victor Boyhan: I have two questions.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Monuments and Archaeological Heritage Bill: Department of Housing, Local Government and Heritage (27 Jan 2022)

Victor Boyhan: With regard to Part 4 and the archaeological objects, we did not discuss that much. There is some ambiguity about who is the owner when somebody finds something on a piece of land. This Bill is proposing some changes. The Law Reform Commission had a report on this. The witnesses might comment on that. Where there is a known owner of an archaeological object, the State will give power for...

Seanad: An tOrd Gnó - Order of Business (26 Jan 2022)

Victor Boyhan: I raise a substantial report that was produced in 2017, Finite Lives, by the then Senator, Marie-Louise O'Donnell. It was a substantial body of work, supported by the then Taoiseach Enda Kenny, and its launch was one of his final farewells. It was his largest gathering in the House, with many people packed into the Chamber. The report, which was extensive, examined dying, death,...

Seanad: Broadband Roll-out: Statements (26 Jan 2022)

Victor Boyhan: Is that agreed? Agreed.

Seanad: Broadband Roll-out: Statements (26 Jan 2022)

Victor Boyhan: Is that agreed? Agreed.

Seanad: Local Government (Surveillance Powers in Relation to Certain Offences) Bill 2022: Second Stage (26 Jan 2022)

Victor Boyhan: I welcome the Minister of State. I understand the motivations of the proposer and seconder of this Bill, but I have reservations about it. As I understand it, the Bill seeks "to empower local authorities to authorise the installation and operation of surveillance devices for the purposes of deterring, preventing, detecting and prosecuting certain offences, to provide for exchange of certain...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Action Programme: Discussion (Resumed) (26 Jan 2022)

Victor Boyhan: It is great to have representatives of the FCI here today. The opening statement was quite complex but exceptionally good. The piece that jumped out at me was: A farm contractor cannot easily become a farmer... By purchasing a new tractor or machine grant-aided, supported by the TAMS scheme, overnight a farmer can become a farm contractor. That encapsulates the challenges and...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Action Programme: Discussion (Resumed) (26 Jan 2022)

Victor Boyhan: I have a question on the contractor register. It is very progressive and we certainly did not have a sense of the detail that Mr. Moroney has given us now. This is the benefit of meeting people face to face and teasing out some questions. It is a really progressive measure. It addresses issues of VAT registration, insurance policies and training and professional development. These are...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Action Programme: Discussion (Resumed) (26 Jan 2022)

Victor Boyhan: Well done and I thank the witnesses.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Staff (25 Jan 2022)

Victor Boyhan: I welcome the Minister of State to the House. I have always said this Government will be very much judged on its track record and delivery in health and housing. I think we all know that. I will focus on one simple measure concerning health. It is in response to an email every Deputy, Senator and Minister received from the Neurological Alliance of Ireland, NAI, campaign for 100 extra...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Staff (25 Jan 2022)

Victor Boyhan: With all due respect, I fully appreciate that the Minister of State, Deputy Rabbitte, is taking the matter for the Minister for Health. The reality is that we have to look at what is on the ground. Today, I have called out ten hospitals individually. We were told what was recommended and what is the current status. The reality is that currently there are 41.5 nurse specialists in those...

Seanad: Climate and Agriculture: Statements (25 Jan 2022)

Victor Boyhan: I welcome the Minister to the House and join others in acknowledging the significant communications campaign he undertook. It was unusual in that the Minister took the time to tour marts, when he could and when it was safe to do so. I attended two marts and to see the Minister in the ring, not selling animals but selling policies, was really good. It was a real hands-on approach to...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (Resumed) (25 Jan 2022)

Victor Boyhan: I welcome the witnesses and I thank them for the quality of their presentations. To various degrees, they are really comprehensive and they cover a lot of ground. I do not propose to make a speech. I will be asking questions that either I do not know the answer to or I have not learned from the presentations. I want to cover one or two particular areas on which I would like general...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (Resumed) (25 Jan 2022)

Victor Boyhan: I would like to hear what the Department has to say because it has a major role in terms of State agencies, but let us hear from TU Dublin.
