Written Answers — Department of Communications, Energy and Natural Resources: Renewable Energy Generation (26 Mar 2013)

Pat Rabbitte: Anaerobic digestion (AD) is a natural process involving the decomposition of organic matter in the absence of oxygen. The biogas that is produced can be used to generate electricity, provide heat or can be used as a biofuel in the transport sector. Biogas can also be upgraded by removing impurities to create biomethane, a direct substitute for Natural Gas, which can be injected directly...

Pat Rabbitte: All post-primary schools in Ireland will have a 100 Mbps broadband connection installed by the end of 2014, through a project jointly funded by my Department and the Department of Education and Skills (DES). The national rollout, which commenced in 2012, will be completed on an incremental basis. In 2012, 200 schools were connected across 14 Counties, including Counties Longford and...

Pat Rabbitte: Electric Ireland has been offering a 9c/kwh feed in tariff, on a commercial basis under specified terms and conditions, to domestic micro-generators since February 2009. No other electricity supply company has to date chosen to enter the market and to offer a micro-generation feed-in-tariff on a commercial basis, although the Commission for Energy Regulation invited them to do so. ESB have...

Pat Rabbitte: Ireland’s telecommunications market has been fully liberalised since 1999 in accordance with the requirements of binding EU Directives. The market has since developed into a well-regulated market, supporting a multiplicity of commercial operators, providing services over a diverse range of technology platforms. Details of broadband services available in each County, including County...

Written Answers — Department of Communications, Energy and Natural Resources: Broadband Services Provision (26 Mar 2013)

Pat Rabbitte: The broadband service contracted under National Broadband Scheme (NBS) is a basic, affordable, scalable product in keeping with EU State Aid clearance for the Scheme. Under the terms of the contract which my Department has in place with “3”, the NBS service provider, the NBS mobile wireless service currently offers minimum download and upload speeds of 2.3 Mbps and 1.4 Mbps...

Written Answers — Department of Communications, Energy and Natural Resources: Public Sector Remuneration (26 Mar 2013)

Pat Rabbitte: I wish to advise the Deputy that the information she has requested is an operational matter for the individual Bodies concerned. The Deputy should deal directly with the Bodies concerned.

Order of Business (21 Mar 2013)

Pat Rabbitte: I apologise, I am not an expert on sunbeds.

Order of Business (21 Mar 2013)

Pat Rabbitte: I have never personally insulted Deputy Dooley.

Order of Business (21 Mar 2013)

Pat Rabbitte: The legislation will be introduced when the sun is at its zenith, meaning later this year.

Order of Business (21 Mar 2013)

Pat Rabbitte: I deplore the incident referred to by the Deputy. The heads of the Bill were cleared in July and it will be published later this year.

Order of Business (21 Mar 2013)

Pat Rabbitte: No legislation is promised. Neither the Minister for Finance nor I have any evidence the appeals commissioners cannot cope with their backlog of work. I do not know if the Deputy envisages they will have additional work as a result of the application of property tax but until now the two gentlemen concerned have been able to dispose of their workload as required and in a reasonable timeframe.

Order of Business (21 Mar 2013)

Pat Rabbitte: There is no promised legislation in this area. I do not have any expertise in this area but I will ask the relevant Minister to reply to Deputy Ó Snodaigh directly.

Order of Business (21 Mar 2013)

Pat Rabbitte: Yes, we intend to proceed with it. It was approved by Government last week.

Order of Business (21 Mar 2013)

Pat Rabbitte: There is no legislation. The Deputy understands that when local authorities collected waste, there was a waiver system. Unfortunately a campaign grew up, led by Members of this House, that led to the privatisation of waste disposal and, as a result, the application of a waiver system is far more difficult.

Order of Business (21 Mar 2013)

Pat Rabbitte: Both of these are serious issues and I expect legislation will be published by the end of the year.

Order of Business (21 Mar 2013)

Pat Rabbitte: The Legal Services (Regulation) Bill is a complex Bill and amendments are still being prepared for Committee Stage. I do not know how soon the committee can take it but the amendments are still being drawn up so the fault does not rest with the committee. It is unlikely there would be any constitutional referendum this autumn other than as already announced.

Leaders' Questions (21 Mar 2013)

Pat Rabbitte: -----to give sons and daughters an opportunity to work in their homeland again.

Order of Business (21 Mar 2013)

Pat Rabbitte: I understand that what is in contemplation is that the head of the personal insolvency agency is likely to publish some guidelines for the engagement between borrower and lender in respect of the legislation to which Deputy McGrath referred. My understanding is that no legislation is contemplated.
