John O'Mahony: There is a problem. Mr. Creegan has put forward reasons it would be difficult to address the issue. However, an inventive way of solving the problem needs to be found, maybe not to solve it completely, but as outlined by Deputy Patrick O'Donovan it is a major issue in large counties for people who are trying to pass that test.
