- Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages (18 Nov 2008)
Billy Timmins: I understand Deputy Higgins's position and it is very honourable. With the passing of time such an amendment may not be necessary. It is important to remember that regarding cluster munitions or other weapons, beauty is in the eye of the beholder, and if the weapon is used in a defensive position it can be quite productive and progressive. Taking on board the point the Minister has made...
- Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages (18 Nov 2008)

Therefore, it makes sense that costs involved with illegal munitions would also be imposed on those involved. I thank the...

Billy Timmins: I congratulate the Minister and the Department on bringing forward this legislation.
