- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Committee Stage (17 Oct 2007)
Kieran O'Donnell: I welcome the section. I have dealt with credit unions over many years and know a huge debt of gratitude is due to the credit union movement. Before the advent of the Celtic tiger in the 1990s, many small businesses would have gone under but for credit unions. Banks were not providing overdraft facilities and people had to go to the local credit union to get a draft to keep them going for...
- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Committee Stage (17 Oct 2007)
Kieran O'Donnell: I take on board what the Minister has said but does it not point to a weakness in the regulatory environment across Europe that there was a case such as the Ormond Quay case? Everyone wants a system in which we can be confident but we must also take account of situations that arise. Clearly, in this case there was a lack of regulation, be it in Germany or elsewhere, but we must take it on...
- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Committee Stage (17 Oct 2007)
Kieran O'Donnell: Why did it take so long for this transfer to take place? What are the assets of the company? Why is it happening now?
- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Motion to Instruct Committee (17 Oct 2007)
Kieran O'Donnell: I welcome the general thrust of the amendments. My colleague, Deputy Richard Bruton, has touched on most issues, although I would like to have clarification as to what is being paid to the pension fund. The Minister is considering regulation of the sub-prime market, which is welcome. However, the Minister's speech gives no sign that prudential measures are being introduced for this area....
- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Motion to Instruct Committee (17 Oct 2007)
Kieran O'Donnell: Does the Tánaiste acknowledge my point in regard to the impact of the sub-prime market on the inter-bank market? I accept they are not deposit holders but I am concerned given that a lack of confidence in the sub-prime market effectively led to a restriction on money supply through the inter-bank market to Northern Rock.
- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Committee Stage (17 Oct 2007)
Kieran O'Donnell: Section 5(5) states that the section will come into operation on 1 November. Will existing regulations be kept in operation until MiFID is transposed to other countries? Some investment houses operate in Ireland without having a branch here.

- Markets in Financial Instruments and Miscellaneous Provisions Bill 2007: Second Stage (Resumed) (4 Oct 2007)
Kieran O'Donnell: I am delighted to speak on this Bill. I thank the Minister for bringing forward legislation on the sub-prime market. People will probably be aware that within the sub-prime lending market there is no regulation of any description. The sub-prime market accounts for more than â¬1 billion of loans while currently the market it not subject to any regulation. It is important that it is...
- Health Services: Motion (Resumed) (3 Oct 2007)
Kieran O'Donnell: The Minister for Health and Children stands indicted by the state of the health service. In my constituency, Limerick East, for the past ten days 50 beds have been idle, with a 17-bed general surgical ward in Limerick Regional Hospital and 35 beds in St. John's Hospital remaining unopened since the start of the summer. That happened because every summer the ground floor ward in St. John's...
- Garda Deployment. (3 Oct 2007)
Kieran O'Donnell: I thank the Ceann Comhairle for allowing me to raise an important matter regarding Limerick. Last night, there were four shootings at three different locations in the city and people going about their daily lives in quiet family areas were subjected to indiscriminate shooting. Thankfully, no one was injured or killed, but it has brought to a head the issue of the 100 extra gardaà promised...
