Seanad: Climate Action and Low Carbon Development: Statements (7 Dec 2016)

Tim Lombard: I welcome the Minister to the Chamber. He is becoming a regular visitor to this Chamber. He has been here twice in 24 hours. It is an important step and an important statement that the Minister has made today. I do not know if it will be the process from now on but it is the first time that we have had annual transition statements made to the Seanad. It is an important step forward for...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Effect of Bad Weather on Grain Harvest: Irish Farmers Association (6 Dec 2016)

Tim Lombard: This is not the first time I have spoken on this issue. I raised it with the Commissioner when he came to town a few months ago and I have also raised it in the Seanad on several occasions. I come from Minane Bridge, County Cork, which is three miles from the sea and this issue affected most of my neighbours, colleagues and friends. There are two issues really. One was the weather in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Effect of Bad Weather on Grain Harvest: Irish Farmers Association (6 Dec 2016)

Tim Lombard: I know the IFA is putting together a survey. What is the situation with Teagasc putting figures together to help the IFA's case? Has the IFA been talking to Teagasc and has the latter been helpful in putting together the summary of the issues that exist? If Teagasc were involved, that report would be very helpful to this committee. I still believe that we need to go to the Minister and...

Seanad: Commencement Matters: Live Exports (23 Nov 2016)

Tim Lombard: It was with deep shock and alarm that we heard the news last week that Cork Marts proposes to pull out of the export trade of live calves. It is a very important trade because it takes the glut of Friesian bull calves off the market, which helps our beef and dairy industries. This is an alarming decision for the agricultural community. Approximately 60% of the dairy industry is based in...

Seanad: Commencement Matters: Live Exports (23 Nov 2016)

Tim Lombard: I welcome the statement made by the Minister on this important issue. Bord Bia's involvement in the markets is important. All I can ask is that we perhaps redouble our efforts regarding Bord Bia and see whether it could engage with exporters. If there is a space where a quarter of the export market is left open, we need to encourage new people to come in. I appreciate that it is a...

Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Committee Stage (23 Nov 2016)

Tim Lombard: I welcome this important Bill. We are in the kind of emergency situation that places an onus on us to pass the Bill as fast as we can in order to tackle the current housing crisis. Section 3 covers a period of three years with a possible extension of two years. The provision applies to housing developments that are comprised of over 100 units, which is not the normal size of a housing...

Seanad: Micro-plastic and Micro-bead Pollution Prevention Bill 2016: Second Stage (23 Nov 2016)

Tim Lombard: I second the amendment. In many ways, this is a healthy debate and it is important that we have it. The House has been involved in leading the debate on many issues and I compliment Senator Grace O’Sullivan on starting this one. The Minister has made known his view on how he believes the Government should address the issue. It must be addressed and the Minister has proposed clear...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Public Service Broadcasting: Discussion (Resumed). (22 Nov 2016)

Tim Lombard: I welcome the witnesses. Regarding the vision for RTE, the future financial model is questionable when we take into consideration capital issues regarding Brexit and how it will affect the commercial side. Has RTE been affected by a lack of advertising because of Brexit? To what degree will it affect RTE in future? Ms O'Keeffe stated if the Donnybrook site is sold the proceeds would be...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of the UK Referendum on Membership of the EU on the Irish Agrifood and Fisheries Sectors: Teagasc (22 Nov 2016)

Tim Lombard: I am keen to follow the same train of thought as Deputy Cahill with regard to food inflation. During the week the chief executive of Tesco said that food inflation in the UK would be a major issue for next year because of sterling. The UK consumer will be significantly affected by Brexit. They will be paying more for product. That will be a key factor in where we go as a country. The UK...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bovine TB Eradication Programme: Department of Agriculture, Food and the Marine (22 Nov 2016)

Tim Lombard: I welcome the delegation which has brought clarity to an issue that has faced Irish agriculture for 70 or 80 years. At a meeting a couple of weeks ago representatives from the Department of Agriculture, Food and the Marine expressed the wish that we would be TB free by 2030, which will be a significant challenge for the veterinary and farming sectors in Ireland taking account of the wildlife...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bovine TB Eradication Programme: Department of Agriculture, Food and the Marine (22 Nov 2016)

Tim Lombard: When the analysis of the study into badgers is finished, Dr. Good might make it available to us.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bovine TB Eradication Programme: Department of Agriculture, Food and the Marine (22 Nov 2016)

Tim Lombard: If it is good news.

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: I have spoken at length on the Bill previously and will not spend that long on it today. We are here again debating the same issues in the same vein and it is a very positive debate. In many ways, we have teased out many of the issues that needed to be teased out. There were questions last week as to why the agricultural community wanted to be involved and that has been clarified with...

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: I did not interrupt anyone else, to be fair.

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: A two-year pilot programme where one is not going out there and tearing down the hedges by flailing them, but is only taking a trim, is an appropriate step to give the agricultural community a chance to prove what they are saying regarding the month of August and farming practices in respect of winter grain and reseeding. It is a very logical argument and I take it on board. I turn to...

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: It is an issue and it would be disrespectful to those rural people to deny that. It is a big issue on the ground where people cannot walk on the roads safely.

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: To say it is not an issue is absolutely ridiculous. It is a big issue. If one looks at the representations I have received over the last 13 years, they are in the tens of hundreds.

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: The representations were from people who wanted the opportunity to cut these hedges in August but who did not have the ability to do so. To say it is a non-issue now is absolutely appalling. I was elected by those people.I encourage Senators to meet them and ask for their views because they will tell them the truth.

Seanad: Heritage Bill 2016: Committee Stage (Resumed) (17 Nov 2016)

Tim Lombard: The executive.

Seanad: Order of Business (16 Nov 2016)

Tim Lombard: Senator Feighan has just stepped out of the Chamber but I congratulate him on the birth of his daughter. As the Cathaoirleach said, he will not qualify for paternity benefit as he is a Member of Seanad Éireann, which is the only anomaly in the Bill. A big issue has emerged in the past few days in the agricultural industry regarding live exports. Cork Marts has announced its decision...
