Edward Timmins: I understand the difficulty and the limitations but it gets you thinking and focused on the problems that are going to hit us in ten years' time and in 15 years' time. If you do not project the numbers out that far, you will not be conscious of them.

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Engagement with the Taoiseach (9 Jul 2025)

Edward Timmins: This could all help to contribute.

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Engagement with the Taoiseach (9 Jul 2025)

Edward Timmins: It is another bit of soft power. The Taoiseach mentioned in his bullet points about engaging with the formulation of Government policy through Cabinet committees. As someone who was a county councillor for more than 20 years in Wicklow, could I ask that we look at ways of improving communication between councils and Departments? That is something I feel, just from my interactions here in...

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: I thank the witnesses for attending. I have just a few short questions. If they are as brief as possible in answering, I will be able to stay within the seven minutes. In his opening statement, Mr. Madouros suggested broadening the tax base. The Central Bank also referred to an excessively narrow tax base in its quarterly bulletin. How would the witnesses broaden the tax base?

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: Even though we have one of the highest VAT rates.

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: Would Mr. Madouros suggest targeted tax incentives for purchasers of housing? I am not saying they should be identical to those associated with the old section 23 but implying they could be along those lines. Maybe there could be targeted tax incentives for housing construction, for the buyers.

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: Mention was made of the savings and investment union, which is a Europe-wide project. How might that work in Ireland? Has any progress been made?

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: I tend to agree with people who say that, after the financial crash, we slammed rather than closed the stable door after the horse had bolted. We might have overcompensated for errors of the past. Were any measures taken after the economic crash 16 years ago that need to be modified or at least considered?

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: The Central Bank.

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: Does the Central Bank review all the measures that were taken, including simple things like the massive amount of box ticking and compliance people have to engage in when they take out a mortgage? Does it review the red tape, for want of a better description, measures that were implemented after the crash, which perhaps need to be looked at again?

Committee on Budgetary Oversight: Engagement with the Central Bank of Ireland (8 Jul 2025)

Edward Timmins: Yes, I know. I am talking about reducing risk.
