Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Shay Brennan: My last question is to do with scenarios. In the Minister's opening statement, he spoke about stress testing for a 10% tariff scenario and how that would reduce MDD by approximately 1.5 percentage points, taking it to just above 1%. I note he mentioned deliberately not testing for a 20% scenario, which is a likely tariff outcome, albeit one of the worst-case scenarios. Extrapolating from...

Ceisteanna - Questions: Cabinet Committees (27 May 2025)

Shay Brennan: As the European Union continues its negotiations with the US on trade matters, there are ongoing discussions on the development of a retaliatory tariffs list. The final version of this list could potentially include measures affecting the aviation sector. Ireland is uniquely exposed in this regard as we have the largest aircraft leasing industry in the world, supporting almost 9,000 high...

Ceisteanna - Questions: Cabinet Committees (27 May 2025)

Shay Brennan: 17. To ask the Taoiseach when the Cabinet committee on the economy, trade and competitiveness will next meet. [22996/25]

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I am a TD for Dublin Rathdown. I was elected for the first time at the recent elections. Before that, I spent ten years on Dún Laoghaire-Rathdown County Council and was fortunate enough to spend a year as cathaoirleach. I also was the leas-chathaoirleach for a period. My background outside of politics is in finance and banking. I have good experience internationally, having spent...

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I thank the Chair. I offer my apologies because I just had a speaking slot in the Dáil. I had to leave to take it. I express my apologies to the Minister of State too. I do not know if I will take the full six minutes because I was not here to hear what has gone before. If I ask the Minister of State a question he has already answered, he can just advise me of that and I will skip...

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: Very good. I thank the Minister of State. The Department has a significant budget and the world is in a situation where there are ongoing crises and hotspots. This seems to be the case now more than ever. How is it possible to prioritise the limited budget?

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I thank the Minister of State. Regarding significant overseas development aid cuts by the likes of the US, UK, Germany and others, these have clearly changed the landscape somewhat. Different countries are now facing shortfalls in what they would have been traditionally used to receiving in aid. Have we changed how we apportion our aid in response to this development?

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: Irish NGOs will obviously be losing substantial funding because of the cuts in aid I mentioned from other countries. Are measures in place to ensure the survival of these NGOs, especially the smaller ones? With such a loss of funding, they risk having to cease their operations.

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I thank the Minister of State for his time and in particular for his clear enthusiasm. It is very welcome. We are a small country. We have limited resources but we attach a significant importance to helping those less fortunate. It sends a strong message to larger countries with deeper pockets that they too have moral obligations to humanity. Finally, I applaud the Minister of State's...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (21 May 2025)

Shay Brennan: As the Taoiseach is aware, the free primary schoolbooks scheme has been a welcome support for families and schools across the country. However, schools experiencing significant increases in enrolment often find the current per capita funding model based on the previous year’s enrolment figures does not fully meet their needs, particularly when new pupils join after the funding has...

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: Mr. McDonagh is very welcome. I thank him for his time. Our requests related to NAMA, but we can obviously come back to those. When Mr. McDonagh goes back to that organisation he can covey the imperative for NAMA to respect the Oireachtas and the finance committee in particular.

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: Sorry. What did I say?

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: This is my first opportunity to question a witness before an Oireachtas committee, and I, perhaps rather naively, stuck to the brief. My questions will be about NAMA. My first question relates to the 4,000 homes on the Kildare and Dublin sites. What stage are those houses at? They will be handed over to the LDA. How much work did NAMA do to get those sites ready for construction? Are...

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: How does the transfer of NARPS to the LDA align with the statement in Mr. McDonagh's submission to the effect that his focus is to extract as much value as possible from the residual portfolio?

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: That €350 million constitutes part of the €5.2 billion lifetime surplus.

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: I understand. To come back to the €5.2 billion; much will be said and written about the success of NAMA when all is done and dusted. How does the €5.2 billion lifetime surplus align with the day-one target projection?

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: Turning to the resolution unit, how long might that last?

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: In respect of choosing the staff-----

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: Ten are going into the resolution unit.
