Seanad: An tOrd Gnó - Order of Business (25 Jun 2024)

Martin Conway: Hear, hear.

Seanad: An tOrd Gnó - Order of Business (25 Jun 2024)

Martin Conway: I join in commending the bravery of Natasha O’Brien. It is when people waive their anonymity, tell their stories and explain what has happened and how abhorrent they feel their treatment was that we see change. I have no doubt but that we will see further change as a result of Ms O’Brien’s bravery. The Minister, Deputy McEntee, has made significant changes. She met...

Seanad: An tOrd Gnó - Order of Business (20 Jun 2024)

Martin Conway: I also welcome the ambassador to the Chamber. Ireland and Luxembourg have had a fantastic relationship for many decades and I wish the ambassador and all people from Luxembourg living in Ireland a wonderful day on Sunday. It is their national day and a day we all celebrate with them. The Order of Business is No. 1, motion regarding arrangements for the sittings of the House on 25, 26 and...

Seanad: An tOrd Gnó - Order of Business (20 Jun 2024)

Martin Conway: I thank the Cathaoirleach and all colleagues very much. My job becomes an awful lot easier because of the wonderful people in this House across all parties. Back in 2012 or 2013 when the people voted to retain the Seanad, they were actually very inspired in terms of their decision because that is how people like me can achieve and be in the position I am in today. I thank our great...

Seanad: Sitting Arrangements: Motion (20 Jun 2024)

Martin Conway: I move: That, notwithstanding anything in the Standing Orders relative to Public Business, unless otherwise ordered, the following arrangements shall apply in relation to the sittings of the Seanad on 25th, 26th and 27th June, 2024: (1) The Seanad on its rising on Thursday, 20th June, 2024, shall adjourn until 1 p.m. on Tuesday, 25th June, 2024,and the following arrangements shall apply:...

Seanad: National Cancer Services: Motion (19 Jun 2024)

Martin Conway: I second the motion. I welcome the Minister of State. From working with him for many years, I know his commitment to this area. I thank our good friend and colleague, Senator Kyne, for the work he has done on this motion. I echo his commendation of Professor Kerin and all the people in the west of Ireland who do such phenomenal work. This motion is important because it seeks fairness...

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: I will follow up on a couple of questions from Deputy Durkan about potential gaps in the system and how those challenges and gaps are dealt with. I want to know more details on that. It is a very concerning issue. If somebody does not have home care for a couple of days, it creates enormous challenges and difficulties. I was not 100% happy with the response given to Deputy Durkan so I...

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: Ms Larthwell would expect providers to have stand-by people in case somebody got sick or got Covid or whatever, so they would be able to provide a substitute that day.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: I agree with Deputy Cullinane's earlier point. I would have expected that a statutory home care Bill would be before us, as per the commitment in the programme for Government, but it is not. It is one of the elements of the programme for Government that has not been delivered. That is concerning. Why has it taken four years to get to this point?

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: Four years is a significant length of time. That is 48 months.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: I accept that. Was there any consideration or engagement with Deputy Colm Burke? He had a Private Members' Bill similar to this. Was there any engagement with the Deputy, who is now a Minister of State in the Department?

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: Sometimes, Chair, that type of work is forgotten and people do not get the credit they deserve for it. It is important we acknowledge that.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: Absolutely.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: Deputy Durkan, who is seated beside me, has been talking about this issue for years as well. He deserves acknowledgment and credit too. I would consider the glass half full. We have a long way to go with this but people like Deputy Durkan and the Minister of State, Deputy Colm Burke, deserve to be acknowledged for the contribution they have made.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Martin Conway: It is important we acknowledge the progress that has been made. In fairness to the witnesses, they have worked on this for a long time. It might not be perfect but it is a much better proposal than where we are at present. They deserve great credit for that.

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)
