Shane McEntee: The Deputy will not come in on Tuesday.

Seanad: Inshore Fisheries (25 Oct 2011)

Shane McEntee: I thank the Senator for bringing up this matter. I live not too far from Dundalk and have had one representation on this matter. If there are questions I cannot answer today I shall reply in writing to the Senator. The European Communities (Habitats and Birds) (Sea-Fisheries) Regulations 2009 - SI 346 of 2009 as amended by SI No. 397 of 2010 - were enacted to provide a statutory process for...

Seanad: Inshore Fisheries (25 Oct 2011)

Shane McEntee: I will revert to the Minister and ask him to have a look at this. I know how beautiful Dundalk bay is and nobody would like to see anything going wrong in the area. I will revert to the Deputy in writing with answers to the questions.

Seanad: Fur Farming (25 Oct 2011)

Shane McEntee: I thank the Senator. We seem to be meeting up all the time when I come to the Seanad. Like myself, he is from the rural end of Ireland and it is crucial that we protect our way of life there. If I do not give the Senator the blunt answer he requires, I ask him to approach me again. I am aware there are deadlines and I know exactly what the Senator is saying about people planning their...

Seanad: Fur Farming (25 Oct 2011)

Shane McEntee: I know exactly where the Senator is coming from. I will say it directly to the senior Minister tomorrow and if he is not in a position to meet the industry representatives I will give a commitment to meet them on the Senator's behalf. I will go up to Donegal. I make no apologies; I will do it. It is crucial that we have that meeting and that the fur farmers get the guarantees they are...

Seanad: Welfare of Greyhounds Bill 2011: Second Stage (25 Oct 2011)

Shane McEntee: No legislation is perfect when first introduced and can be improved during debates. This legislation is centred on greyhound welfare and was introduced after consultation with all relevant parties. Senator Cullinane spoke about the previous Government introducing greyhound welfare legislation. I always believed it marked the beginning of the end of that Government. It has been easy for me...

Seanad: Welfare of Greyhounds Bill 2011: Second Stage (25 Oct 2011)

Shane McEntee: It is a slow process – I know I have let Senator Power down on another matter as the person involved has gone away for three weeks – but at least it is being done right. Senator Mullen referred to the Green Party legislation in this area. If it had listened to people rather than ramming its legislation down people's throats, it would have a representative here today. It started with a...

Seanad: Welfare of Greyhounds Bill 2011: Second Stage (25 Oct 2011)

Shane McEntee: I again thank the House for the various contributions. I hope that the success we have had in progressing this matter today can be kept up when we return shortly for Committee Stage. I look forward to discussing this issue again on that Stage.

Seanad: Welfare of Greyhounds Bill 2011: Second Stage (25 Oct 2011)

Shane McEntee: I am pleased to bring the Welfare of Greyhounds Bill 2011 before the Seanad and look forward to an informed and constructive debate during its passage through the House. The greyhound racing industry is a very important one. According to Bord na gCon, the greyhound industry is responsible for sustaining 11,000 full and part-time jobs, directly and indirectly, many of which are in rural...

Welfare of Greyhounds Bill 2011: Report and Final Stages (11 Oct 2011)

Shane McEntee: I move amendment No. 1: In page 4, line 9, to delete "Fisheries and Food" and substitute "Food and the Marine". As the House will be aware the purpose of this legislation is to further promote the welfare of greyhounds. I am glad to say the proposed legislation has the broad support of all sides of the House. We discussed the detail on Committee Stage last week. On Committee Stage we...

Welfare of Greyhounds Bill 2011: Report and Final Stages (11 Oct 2011)

Shane McEntee: Yes.

Welfare of Greyhounds Bill 2011: Report and Final Stages (11 Oct 2011)

Shane McEntee: Yes. Section 25(1) describes three ways in which a person may be guilty of obstruction. During the drafting there was probably initially only two types of obstruction envisaged and therefore the word "or" was placed between section 25(1)(a) and (b). At a later point a third type of obstruction was added as a third paragraph (c), and when the word "or" should have been placed between (b)...

Welfare of Greyhounds Bill 2011: Report and Final Stages (11 Oct 2011)

Shane McEntee: I move amendment No. 2: In page 4, line 41, to delete "Finance" and substitute "Public Expenditure and Reform". Similar to the alteration to the new title of Minister for Agriculture, Food and the Marine, the title of Minister for Finance must be changed to the Minister for Public Expenditure and Reform. Accordingly section 4 must be amended to refer to the new ministerial title.

Welfare of Greyhounds Bill 2011: Report and Final Stages (11 Oct 2011)

Shane McEntee: I move amendment No. 3: In page 18, line 31, to delete "has" and substitute "may have taken place". This is a minor amendment to improve the grammatical consistency in the section on welfare notices. Section 21 lists five general situations in which a welfare officer may issue a welfare notice. The section commences with "Where a welfare office is of the opinion that". Section 21(d)...

Veterinary Practice (Amendment) Bill 2011: Second Stage (Resumed) (29 Sep 2011)

Shane McEntee: I compliment all those who have contributed on the wide range of issues raised. I am glad Deputy Browne has come back into the Chamber because I thought that I was about to find myself talking to myself for the first time in my life and would have to see a doctor afterwards. I knew the Deputy would not let me down.

Veterinary Practice (Amendment) Bill 2011: Second Stage (Resumed) (29 Sep 2011)

Shane McEntee: Many agricultural issues have been raised here and it is crucial we follow up on everything. We are entering a new stage of production and the need for a vet in each area is crucial. I know as a farmer that when farming was going badly, it was just as hard on the vet as on farmers. Vets had to wait for their money and might only get it two or three years after providing a service. I am...
