Richard Bruton: The Taoiseach will be aware that three years ago the Government gave a commitment to reduce the unnecessary cost of compliance by business by €500 million. The halfway stage has now passed and the Government has delivered just 4% of this sum. I suggest that €500 million is a sum which is crucial to small business and it cannot easily do without it.
