Neasa Hourigan: You would expect the State to lead on that. It is a huge employer. When it comes to employment and disability, where Ireland also does quite badly, the State is expected to lead. We have increased our expectation in Departments from 3% to 6%. I notice that in the UK, 10% of the workforce should self-identify as having a disability. Maybe we could look at something like that for older persons.

Neasa Hourigan: There is a cost to training. I believe it was suggested at one stage that €15,000 was the cost of a new staff member in terms of training and administration. Is that a factor?
