Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (17 Apr 2019)

Rónán Mullen: A clam.

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (17 Apr 2019)

Rónán Mullen: There are not too many healthy shapes around here.

Seanad: Judicial Appointments Commission Bill 2017: Committee Stage (Resumed) (17 Apr 2019)

Rónán Mullen: Like "floozy".

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: I thank the Cathaoirleach for his indulgence-----

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: The appearance of FAI officials before the Oireachtas Joint Committee on Transport, Tourism and Sport yesterday raises some issues, mainly those to do with procedure, that we should also consider in this House. I have not been a fan in the past of Oireachtas committees going too far and I certainly opposed the referendum that would have given Oireachtas committees the power to make findings...

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: Beidh mé cúramach. I am getting to the point I want to make. I want to demonstrate how we can have an input into procedures. If a committee has a mandate to look into the governance of an organisation, it has to be able to ask questions that are pertinent to making judgments or bringing to light issues that may exist in relation to such governance.

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: That is the first point. If a person wishes to claim that he or she, on legal advice, cannot answer certain questions, it would be far better if that issue were teased out beforehand. For example, the specific questions to be asked could be disclosed, as far as possible, to the person being invited to come before the committee. There should be an onus on the witness to disclose in advance...

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: I thank the Cathaoirleach. He moved to reassure people that the funding which was received from Sport Ireland - from the State, in effect - had nothing to do with the employment and appointment decisions which the FAI made in respect of Mr. Delaney recently. That was both very unhelpful and very helpful. It was helpful in the sense that it revealed a certain mindset which considers that...

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: I am calling for an inquiry to be established. It is the only way to get at the truth of these matters. People are worried. They have a fear of corruption. They do not know what is true and what is not true. Yesterday's committee meeting did very little to help people to get a better understanding of the situation. Obviously, this points to an inquiry.

Seanad: An tOrd Gnó - Order of Business (11 Apr 2019)

Rónán Mullen: My final point was that we need to go to inquiry stage. We can see the limitations of the committee now. It is inquiry time.

Seanad: An Bille um an Ochtú Leasú is Tríocha ar an mBunreacht (Scaoileadh ar Phósadh) 2016: Céim an Choiste agus na Céimeanna a bheidh Fágtha - Thirty-eighth Amendment of the Constitution (Dissolution of Marriage) Bill 2016: Committee and Remaining Stages (11 Apr 2019)

Rónán Mullen: I will offer a few thoughts on this subject but will reserve most of them for the end of-----

Rónán Mullen: Agreed. That is what I was about to say. I will not go beyond what is addressed by the amendments but will respond to one or two things the Minister said, and I welcome him to the House. I was on my way into the Chamber on Tuesday with a half-polished Second Stage speech to deliver when I met Senator Norris on the way out, and he said, "You are too late." It strikes me that the Bill did...

Rónán Mullen: It was not well over an hour because I was coming up to the Chamber at 6.50 p.m. or 6.55 p.m. and the debate was over. I do not think it started until about 6.05 p.m. or 6.10 p.m., so unless Senator Bacik thinks there are 50 minutes in the hour-----

Rónán Mullen: No. I can show Senator Bacik-----

Rónán Mullen: I felt the pang of lateness more than she did.

Rónán Mullen: Two things the Minister said prompted a reflection on my part. Regarding the requirement that there be no reasonable prospect of reconciliation between the spouses, it is extremely important that provision be made in this regard as a condition of providing for the dissolution of marriage. Those of us who come from a rural background know that this issue keeps coming up. Without casting any...

Rónán Mullen: Yes, and has the requirement ever been the cause of an outright refusal of divorce? I would be interested to know. I am a big fan of evidence-based political debate. I talked about this in recent days. This is another area where I would be glad to be better informed, and the House, while contemplating and considering these issues, should inform and re-inform itself. It seems to me that...

Rónán Mullen: I would like to take a couple of minutes, if I may. I want to make a few quick remarks. I probably would have covered them on Second Stage. It is appropriate, given that we are speaking about important legislation. We live in a culture that seems dismissive of long-term commitment. To say that marriage is a social good or that it should be for life has become almost taboo. There are...

Rónán Mullen: I know that. I just want to make a few points.

Rónán Mullen: It is Thursday afternoon.
