Mark Daly: I must interrupt the Senator. The purpose of the Order of Business, as he knows, is to agree the order of business as outlined and propose legislation. It is not the purpose of the Order of Business to continue a debate that had ample time yesterday.

I can get him that information if he so wishes but the purpose of the Order of Business, as the title states, is the order of business. It is not for people to make statements. Mark Daly: There is a mechanism for that which we can outline to the Senator. There are different mechanisms under Standing Orders but as the Senator can appreciate, we cannot open up every debate that we just had to more debate.

Mark Daly: I am going to break with precedent. Normally I would call on all the leaders of the groups to follow on from the Leader's announcement of the Order of Business. However, I now call the father of the House, Senator Norris, because I know today is a very important day not only for him personally but for all Joycean scholars, of whom he is the greatest by any measure.
