- Topical Issue Debate: Civil Defence (13 Dec 2016)
Michael D'Arcy: I will indeed.
- Topical Issue Debate: Narcolepsy Issues (13 Dec 2016)
Michael D'Arcy: Narcolepsy was described to me by somebody whose family has been affected by it as being asleep when one should be awake and awake when one should be asleep. It is a naturally occurring ailment, but many people are affected by it because of a vaccination programme, specifically the use of a product called Pandemrix. The Pandemrix vaccine was intended to treat the H1N1 virus, or swine flu....
- Topical Issue Debate: Narcolepsy Issues (13 Dec 2016)
Michael D'Arcy: I ask the Minister of State to correct the record of the House. In his response he said, "In particular, I am aware of a specific group of individuals who claim to have developed narcolepsy as a result of receiving pandemic vaccine during the 2009 influenza pandemic." They do not claim this; it happened to them as a result of the use of the vaccine. Will the Minister of State take the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Brexit on Irish Agriculture and Fisheries Sectors: Discussion (13 Dec 2016)
Michael D'Arcy: Mr. Power is welcome to the committee. Is he aware of any analysis or research that has been done on brand loyalty among the British public? There has been a strong cheap food policy in the United Kingdom for a long time but the British are used to the taste of the Irish food products that they have been consuming for whatever number of years. If such research has not been concluded, it...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Brexit on Irish Agriculture and Fisheries Sectors: Discussion (13 Dec 2016)
Michael D'Arcy: I apologise for missing the presentations. I was raising a Topical Issue in the Dáil. The starting point in respect of Brexit is holding on to as much shelf space as we can and adding as much value as we can to our product. We must ensure we will lose as little as possible in terms of the potential for damage to our market as it is too difficult to pick up a greater share in these...

Michael D'Arcy: It feels a little like yesterday at this stage.

- Planning and Development (Housing) and Residential Tenancies Bill 2016 [Seanad]: Second Stage (Resumed) (7 Dec 2016)
Michael D'Arcy: Before commenting on the Bill, I wish to raise a couple of issues. One of these relates to planning permission, in particular for people who want the opportunity to protect their properties. It is unfortunate that the Minister of State, Deputy Canney, has just left the Chamber. I live in County Wexford, a constituency with a substantial soft shoreline. People there are losing their...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)
Michael D'Arcy: What about 2008?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)
Michael D'Arcy: Chairman, if Mr. Blair gave a cumulative figure for all the loan books it would not be giving anything away.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)
Michael D'Arcy: The idea that a bank does what the customer wants does not sit well with me after spending two years in a windowless room on the banking inquiry. I do not intend to be mean. Ulster Bank sold a number of projects - Oyster, Aran, Nadal, etc. - for as much as 14 billion. Is that €14 billion?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)
Michael D'Arcy: Beyond the standard practices - the threshold, for example - that are guaranteed by the Central Bank or legislation, does Ulster Bank have criteria that protect the interests of the borrower?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)
Michael D'Arcy: I am not referring to those. Specifically, if someone has a complaint, he or she can advance it to the Financial Services Ombudsman, but only if the business is below the €3.5 million threshold. Has Ulster Bank considered, or will it consider in future, inserting specific clauses to protect a borrower's interests if he or she is over that threshold?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)
Michael D'Arcy: Would the board consider it, please? I wish to cite a scenario without naming anyone. If a bank holds a body's loan, it is different than a vulture or investment fund. Investment funds can package loans and put their interests ahead of the interests of the borrower. They meet the letter of the criteria, but not their spirit. For any company that is over the €3.5 million threshold,...
