Thomas Gould: In terms of improving the legislation with regard to the general scheme, which Professor Crowe referenced earlier, what does he think needs to happen now? He spoke earlier about stakeholder engagement. If there were a couple of priorities for him to improve the legislation, what advice would he give or what would be his thoughts on that?
