- Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Assisted Decision-Making (Capacity) (Amendment) Bill 2021: Discussion (Resumed) (15 Feb 2022)
Mark Ward: I thank Ms Grogan for that. In layman's terms, if the Bill is not amended and the Mental Health Act is amended to include 16- and 17-year-olds in decision making, what is the danger? What could happen with the two different Acts?
- Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Assisted Decision-Making (Capacity) (Amendment) Bill 2021: Discussion (Resumed) (15 Feb 2022)
Mark Ward: Dr. Harnett and others indicated that the draft codes of practice should be reviewed in a year. What should the review look like and who should conduct it? Would it be independent or would it be carried out by the HSE or Tusla? Whoever it might be, I wonder what Dr. Harnett's thoughts are on the matter.
- Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Assisted Decision-Making (Capacity) (Amendment) Bill 2021: Discussion (Resumed) (15 Feb 2022)
Mark Ward: I am on the same page as our guests when it comes to the arbitrary deadline. I have stated previously that this is a rushed process. While this is important legislation, it needs to be done properly. Mr. Dunne mentioned some of the unintended consequences, for example, regarding guard rails, which were not on my radar. I thank all the witnesses for sharing today.

- Health (Miscellaneous Provisions) Bill 2022: Second Stage (Resumed) (10 Feb 2022)
Mark Ward: This is largely a technical Bill to give effect to the Government's decision to transfer a function from the Department of Health to the Department of Children, Equality, Disability, Integration and Youth in regard to the provision of specialist, community-based disability services. I hope it not just window dressing. The Government's focus should be on improving disability services and...
- Ceisteanna Eile - Other Questions: Departmental Funding (10 Feb 2022)
Mark Ward: I do not wish to appear ignorant, but that appears to be a copy and paste of the answer I got last year. The sum of €500,000 was to build the facility, not for the day-to-day running costs. As the Minister will be aware, Covid has impacted on the ability of many clubs and organisations around the country to access funding streams. This club provides stables for 20 youths in the...
- Ceisteanna Eile - Other Questions: Departmental Funding (10 Feb 2022)
Mark Ward: I spoke numerous times, most recently last week, to the local authority on the issue. Unfortunately, because of the nature of the club, it is not able to apply for many of the community funding streams through the local authority. The sum of €56,000 would fund the two staff members for a year and it would keep 20 horses in stables. That amount would allow the club to continue to...

Mark Ward: Last year, I raised the issue of funding for the Clondalkin Equine Club with the Minister. Unfortunately, I must raise this again. Last year, I asked the Department to provide a multi-annual funding stream for the club. This year, I am asking the Minister to provide any information he has on funding streams or supports within the Department for which the club can apply, including for...
