David Stanton: There is a built-in assumption that if we do not get moving here, we could be left behind in all kinds of ways. It was put to me recently that Scotland is moving ahead. It has connectors to Northern Ireland and across here. If we do not move here, could we end up importing offshore wind-generated electricity from Scotland rather than producing our own? Is that a risk?
