Michael Harty: On that point, the submission from the faculty of radiologists states, "We regard the provision for enforcement by the independent regulator HIQA as the major difference in the new legislation, which the Faculty of Radiologists wholeheartedly welcomes." Is the fundamental difference that there is not enforcement here but there is elsewhere, and this regulation will bring in enforcement?
