Colm Brophy: Why was it an oversight? Was it an oversight because the Commissioner thought it was not important enough to tell the Policing Authority? Was it an oversight because the Policing Authority is new and the Garda did not understand that it had to tell them? Was it an oversight because the Garda management decided it was just not going to tell these people? Why was it an oversight?
