That is a difficult balancing act for legislators and policymakers. Does Dr. Lambert think we have got the balance wrong in Ireland at present?

Jim O'Callaghan: I will ask a hard question and I am not trying to be unfair. What should we, as legislators, prescribe in legislation as the penalty for, say, somebody who is found guilty of a serious assault against another person? Would Dr. Lambert rule out imprisonment as a penalty?
