Noel Coonan: I second the amendment. Following our discussion on Committee Stage, I looked up what is officially covered under Class A diseases. It covers a huge number of specific diseases — the Minister may have a copy with her. For this reason, it is important that we specify Class A diseases in the amendment. Unfortunately, I did not being the list with me.

Noel Coonan: I move amendment No. 22: In page 41, line 41, after "an animal" to insert "and in the course of a Class A disease eradication programme". Noel Coonan: I move amendment No. 31: In page 67, to delete lines 13 and 14. The legislation here appears to be loosely constructed although I accept that the Minister is speaking in terms of minor medical procedures and minor surgery. Seanad: Veterinary Practice Bill 2004: Report and Final Stages. (20 Apr 2005)

Noel Coonan: I also support the amendment. I previously made the suggestion of using a copy. If the Minister does not find a copy acceptable for display on a premises, her Department should insist that dual copies are issued when a person makes an application or qualifies for a certificate. Mention has been made of services that are available after 6 o'clock in the evening or indeed, a 24-hour service. We have a two-tier health system. If one can afford health treatment one will get it instantly, if not one must wait and go through the agonies being experienced by patients at...

Noel Coonan: The Minister has clarified most of the issues in respect of veterinary nurses and this is to be welcomed. She referred to animal husbandry. A farmer who looks after his animals regards them as his first concern. Must he or she engage a vet or could he engage a veterinary nurse in certain situations? Could a farmer engage a nurse when a vet is not available if it is a case of animal welfare?
