Catherine Noone: On the distinction between private and public, it is normal to have a short private meeting before going into public session. It went on a little longer than we intended because we needed to get some legal advice.

Catherine Noone: In addition, the clerk is not entitled to speak in public session so a private meeting was necessary. In any event, all the issues have been discussed in public.
