Kate O'Connell: The committee should visit the new headquarters sometime.

Joint Oireachtas Committee on Health: Hospital Services: Discussion (Resumed) (11 Jul 2018)

Kate O'Connell: Mr. Gilligan referred to governance structures at local level. Are we going back to the health boards of the past? Deputy Durkan would be delighted with that. Does it need to be more localised? Is that the structure Mr. Gilligan is talking about, or is it like the proposed board of the HSE or a sub-board?

Joint Oireachtas Committee on Health: Hospital Services: Discussion (Resumed) (11 Jul 2018)

Kate O'Connell: That is a key part of the Sláintecare report. With regard to the components of the electronic systems speaking to each other I have a concern about patient confidentiality. My background is in a community pharmacy, and I am concerned especially about addiction services or people with HIV, or other health issues that are so personal that they do not want to deal with the doctor or...

Joint Oireachtas Committee on Health: Hospital Services: Discussion (Resumed) (11 Jul 2018)

Kate O'Connell: It would have to be prison for such breaches.

Joint Oireachtas Committee on Health: Hospital Services: Discussion (Resumed) (11 Jul 2018)

Kate O'Connell: I have one final question for Mr. Gilligan. With regard to the step-down facilities in place, in particular Mount Carmel Community Hospital, which is being operated by a private company, I hear anecdotal evidence that patients are resisting going to particular step-down units after the consultant has signed them off for discharge. Is there a blockage in the system where patients are ready...

Joint Oireachtas Committee on Health: Hospital Services: Discussion (Resumed) (11 Jul 2018)

Kate O'Connell: It is not a huge problem.

Public Accounts Committee: 2017 Financial Statements of the HSE
2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health
(5 Jul 2018)

Kate O'Connell: Earlier, Mr. Woods referred to charges, private sector fees and non-payment of clinical costs. Will he elaborate on how this sort of thing emerges because I am genuinely unsure what he was talking about? For example, is it about people not paying the €100 fee at the hospital desk or non-payment by the health insurers?

Public Accounts Committee: 2017 Financial Statements of the HSE
2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health
(5 Jul 2018)

Public Accounts Committee: 2017 Financial Statements of the HSE
2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health
(5 Jul 2018)

Kate O'Connell: In Mr. Woods view, does this have anything to do with the disentanglement of the private hospital system from the public hospital system as proposed under Sláintecare? It seems coincidental that this happened around the same time.

Public Accounts Committee: 2017 Financial Statements of the HSE
2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health
(5 Jul 2018)

Kate O'Connell: Perhaps it is just a coincidence. Essentially, the guts of €73 million is outstanding, which we could do with, I am sure. How is it proposed to recoup it? Is there a plan or is it a litigious situation?

Public Accounts Committee: 2017 Financial Statements of the HSE
2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health

2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health
(5 Jul 2018)

Kate O'Connell: What recourse does the State have in this matter? It appears that the insurers are playing hardball. Are they in the driving seat? Private sector insurers, which are sector profit-making organisations, are steering the ship.

Public Accounts Committee: 2017 Financial Statements of the HSE
2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Department of Health
(5 Jul 2018)

Kate O'Connell: The tail is wagging dog and so on. As a committee, we need to look into this matter. The issue of agency staff was discussed yesterday at the meeting of the Joint Committee on Health. Mr. Woods said earlier that 20% would be the differential in the context of agency staff but that would depend on the job involved. Are we taking into account the considerations, such as pensions, sick pay...
